Public Works
The mission of the Public Works Department is to effectively promote and maintain a high level of economic welfare and quality of life in Aurora through the planning, design, construction, inspection, review, approval and maintenance of Aurora's transportation and drainage infrastructure.


The Traffic Operations Superintendent plans, organizes and implements comprehensive strategies and programs for the operation and maintenance of the Citys traffic infrastructure including signs, pavement markings, variable message signs, road weather information system, traffic signals and traffic signal control network, under the direction of the Deputy Director of Public Works - Operations.

The City of Aurora will conduct ongoing screenings of applications on a first come-first serve basis; as soon as we determine to have a qualified pool of applicants, this position may close quickly and without notice.
PRIMARY DUTIES & RESPONSIBILITIES

  • Provide oversight and supervision for Pavement Markings & Signs Supervisor, Traffic Signal Maintenance Supervisor and Traffic Network Operations Supervisor.
  • Monitor and manage workloads for all workgroups and employees within Traffic Operations, included development and maintenance of a work management system
  • Monitor established performance metrics, propose new metrics or modifications to existing metrics and report performance statistics monthly
  • Manage inventory and condition assessments for all traffic related assets including signs, signals, and ITS (Intelligent Transportation System) components.
  • Identify current and future operational and maintenance resource needs including budget, equipment and personnel
  • Develop and maintain 5-year Capital Budget needs for all workgroups within Traffic Operations
  • Establish plans, schedule, procedures and, with others, standards for expanding, operating and maintaining the systems for which Traffic Operations is responsible
  • Provide traffic operation and maintenance expertise and serve as a technical resource for construction on project teams, for maintenance crews to resolve engineering concerns and participate in the project scoping process
  • Coordinate with Traffic Engineering, Transportation Projects Delivery, private developers and their engineers or contractors for construction inspection of traffic signal re-builds, replacements, upgrades and new signal construction and issue final Letters of Traffic Signal Acceptance
  • Represent Traffic Operations at public meetings, interdepartmental meetings, intradepartmental meetings, citizen groups meetings, Council meetings, Study Sessions, Policy Committee meetings, and other meetings as may arise
  • Prepare detailed reports, memorandum and correspondence, traffic equipment specifications and bid documents
  • Ensure compliance with all Federal, State, County and local regulations and documentation requirements
  • Ensure compliance with Manual on Uniform Traffic Control Devices (MUTCD)
  • Through subordinate personnel oversee testing and calibration of computerized traffic signal control equipment to State and NEMA specifications; perform preventive maintenance inspections on traffic signs, signals, ITS components, communications, variable message signs, and road weather information system components
  • Participate in planning, pre-construction, and pre-application meetings with developers, engineering consultants, architects, external engineers, officials and internal staff and customers to explain division procedures, policies, specifications and codes
  • Assist in developing and negotiating strategies for complex traffic related issues
  • Perform other duties as assigned
MINIMUM QUALIFICATIONS

Education:

  • High School Diploma or GED and 4 years of experience in related field
  • Lead or supervisory experience preferred
Experience:
  • At least 8 years progressively responsible experience in municipal traffic operations or engineering work including the following:
    • At least 5 years supervisory/managerial experience in municipal traffic operations and maintenance
    • At least 2 years in division-level managerial experience in municipal traffic operations or engineering
An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.


Knowledge:
  • Comprehensive knowledge of principles and practices of municipal traffic operations and maintenance
  • Comprehensive knowledge of modern methods and techniques for traffic control and traffic signal systems including time base, traffic responsive and traffic adaptive systems
  • Comprehensive knowledge of traffic signal communication systems including twisted pair, fiber optic and wireless technologies
  • Significant knowledge of, and familiarity with, the Manual on Uniform Traffic Control Devices (MUTCD)
Abilities:
  • Ability to establish and maintain effective working relationships with employees, citizens and elected officials
  • Handle sensitive situations with tact and diplomacy
  • Communicate effectively both orally and in writing
  • Establish and fulfill goals and objectives for self and subordinate staff
  • Direct and effectively supervise a large diverse workforce

Licenses, Certificates, or Equipment Required:
  • Colorado drivers license with a good driving record
  • Optional - Any certification, current or past, from IMSA, or equivalent, related to traffic signals, traffic control, communications, signs and pavement markings, or transportation.
WORKING CONDITIONS

Physical Demands:

  • Light to sedentary physical work requiring the ability to lift a maximum of 15 pounds
  • Occasional lifting and carrying
  • Frequent walking and standing for field work
  • Vision to read and interpret reports and other written documents
  • Hand/eye coordination for operation of computer keyboard and related equipment
  • Hand/foot/eye coordination to operate a motor vehicle
  • Frequent speech communication and hearing to maintain communication with employees and citizens

Work Environment:
  • Works primarily in a clean, comfortable environment; may perform some outdoor work for field inspections

Equipment Used:
  • Personal computer; may operate motor vehicle
  • This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment
