JOB SUMMARY
Promotes the health, safety, and welfare of people and pets by providing routine and emergency medical and surgical services to animals for Pinal County Animal Control.
This position is an exempt position under the Fair Labor Standards Act and is not a covered position under the Pinal County Merit System Rules. Incumbents in this position serve at the pleasure of their respective Appointing Authority. The employment relationship is "at-will" and employment may be terminated at any time, for any reason, with or without cause.

TYPICAL CLASSIFICATION ESSENTIAL DUTIES:

  • Performs physical examinations, vaccinations and diagnostics to determine and evaluate health condition of animals at the time of impound or prior to adoption or presentation for surgery.
  • Performs medical treatments and surgical procedures including sterilizing adoptable animals; monitor anesthesia and recovery of animals; perform post-surgical evaluation and treatment.
  • Participates in investigations regarding the humane treatment of animals by examining animals at the shelter and documenting findings.
  • Assists in the training of staff on preparation of sterile surgery packs, animals and maintenance of sterile surgical fields.
  • Performs or supervises the visual monitoring of impounded animals including those that may be isolated or quarantined for signs of illness or unusual behavior, documents finding, and approves release of animals from rabies quarantine.
  • Instructs, trains, and advises staff in the proper care and medical treatment of animals within the shelter.
  • Creates and monitors drug logs to comply with state and federal law.
  • May testifies in court or other legal proceedings, prepares written reports and provides expert opinion.
  • To promote and adhere to the workplace values of accountability, commitment, and teamwork to help enrich lives beyond expectation.
  • Maintain absolute confidentiality of work-related issues, customer records and restricted County information.
  • Perform other related duties as required.
Minimum Requirements

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Doctorate in veterinary medicine.
  • Valid Arizona Veterinarian License.
  • Valid Drug Enforcement Agency (DEA) License
  • A valid driver's license with an Arizona Driver's License required within 30 days of hire.
Supplemental Information

Knowledge, Skills and Abilities:

  • Knowledge of state laws and statutes and Pinal County animal control ordinances.
  • Knowledge of principles and practice of current veterinary medicine.
  • Knowledge of animal diseases and their prevention, control and eradication.
  • Knowledge of current veterinary practices in compliances with the veterinary practice and techniques relating to the treatment of injured animals.
  • Knowledge of county, state and federal animal health laws and regulations including those governing rabies quarantine, impounding, releasing and euthanasia of animals; drug enforcement administration (DEA) recordkeeping requirements for Schedule II narcotics and SHARPS biohazard waste and OSHA.
  • Knowledge of physical and behavioral characteristics of common breeds of dogs and cats.
  • Skill in interpreting and applying statutes, rules, ordinances, codes, and regulations.
  • Skilled in providing surgical and medical services and care for a variety of well, sick and injured animals, including a high volume prepubescent spay and neutering operations.
  • Skilled in establishing effective working relationships with management, employees, and the public representing diverse cultures and backgrounds.
  • Skilled in providing high quality animal medical services in the most efficient manner.
  • Ability to deal tactfully and courteously with the public and handle stressful situations.
  • Ability to analyze critical medical and administrative situations and take effective action.
  • Ability to identify normal and abnormal animal behavior and symptoms of rabies and other disorders.
  • Ability to prepare written reports, letters and other documents using a personal compute.
  • Ability to communicate effectively orally and in writing.
  • Ability to exercise appropriate judgment in answering questions and releasing information; analyze and project consequences of decisions and/or recommendations.
  • Ability to maintain reports, records, logs, and filing systems.
  • Ability to care, feed and safely handle animals to avoid injury to persons/animals.
  • Ability to properly store and maintain inventory of medical supplies, including Schedule II narcotics.
  • Ability to provide technical guidance to departmental staff on medical techniques.
PHYSICAL DEMANDS:
The work requires exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 30 pounds of force constantly to move objects. The work also requires the ability to balance, climb, crawl, crouch, feel, grasp, handle, reach, kneel, lift, push, pull, stand, stoop, walk, perform repetitive motion, hear, speak, and demonstrate mental and visual acuity.
WORK ENVIRONMENT:
Work is performed in an animal shelter with exposure to excessive noise, animal waste and fluids, dead animals, cleaning chemicals and Zoonotic diseases.
