JOB SUMMARY

Plans, directs, and coordinates activities of the Pinal County Victim Services Department to ensure that goals and objectives are met. Performs administrative work of considerable difficulty, including, but not limited to the following: employee hiring, training, discipline, payroll, budget, scheduling, grant research and writing, process grant reports, foster relationships with law enforcement and other service providers in the community to ensure exceptional victim service, review of population/crime trends and assess staffing levels, work with agencies to address issues with yearly allocations, contact person for citizen complaints and the Attorney Generals Office Victim Rights Enforcement Officer, research legal issues relating to victims rights case law and statutes, and facilitate training of new attorneys on victims rights issues. Example of Duties

TYPICAL CLASSIFICATION ESSENTIAL DUTIES:

  • Provide strategic leadership for the Victim Services Bureau by working with key partners (i.e. law enforcement, victim assistance agencies, medical providers) in the investigation, management and prosecution of victim crimes.
  • Oversee the quality assurance components of the program, including, but not limited to review of case files, victim surveys, and compliance with local, state, and federal protocols.
  • Represent the Victim Services Bureau's purpose, goals, and programs through public presentations and media communication.
  • Monitor work being processed by staff to ensure goals of the department are accomplished and work is being completed timely and accurately.
  • Attend employee interviews, assist with hiring process, and complete annual and probationary evaluations as necessary.
  • Assignment of personnel.
  • Interview, select, and supervise hiring of interns and volunteers.
  • Discipline employees as necessary.
  • Research/write grants and process quarterly and annual grant reports.
  • Process monthly activity reports.
  • Approve leave time, maintain payroll records, and submit biweekly payroll.
  • Oversee department purchases and reconcile monthly credit card statement.
  • Oversee employee training, research and provide training opportunities for staff and maintain training records on all staff.
  • Facilitate training of new attorneys on victims rights issues.
  • Research legal issues relating to victims rights case law and statutes.
  • Schedule and submit Victim Services work order requests.
  • Assist in preparation of department policies and procedures.
  • Foster relationships with law enforcement and other service providers in the community to ensure exceptional victim service.
  • Represent the department at state and local meetings.
  • Oversight of Victim Services website for content and updates.
  • Oversight of records retention to ensure compliance with county policy and state statutes.
  • Facilitate staff involvement in community events.
  • Respond to daily inquiries or complaints from employees, upper management, or citizens.
  • Respond to victim complaints from the Attorney General's Victim Rights Enforcement Officer.
  • Maintain absolute confidentiality of work-related issues, customer records and restricted County information.
  • Coordinate the receipt and distribution of Victim Impact Statements.
  • Oversee and coordinate the presentation of Victim medical bills to the Victim Compensation Board.
  • Adapt services to the needs of traumatized, vulnerable and victims with disabilities.
  • Perform other related duties as required.
Minimum Requirements

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Masters Degree in Criminal Justice, Sociology, Psychology or a related field, or the educational equivalent.
  • Five (5) years of victim services and/or crisis intervention field, or an equivalent combination of training, education, or work experience which demonstrates the ability to perform the duties of the position.
  • Valid Arizona State Drivers License may be required.
  • Or an equivalent combination of relevant education and/or experience may substitute for the minimum requirements.

PREFERRED QUALIFICATIONS:
  • Substantial experience in researching, drafting and administering grant applications.
  • Maintain the integrity, professionalism, values, and goals of the County Attorney's Office by assuring that all rules and regulations are followed and that accountability and public trust are preserved.
POSITION SPECIFIC DUTIES:
  • Schedule and submit Victim Services work order requests.
  • Creation and oversight of Victim Services website for content and updates.
  • Train new attorneys on victims' rights legislation and current issues.
  • Research legal issues relating to victims' rights case law and statutes.
  • Provide training to advocates in legal terminology, charging criteria, and victims' rights legislation, so they may better assist victims.
  • Train and develop victim advocates regarding Victim Impact Statements and disclosure requirements.
  • Develop training manuals for Victim Advocate and Legal Assistant positions.
  • Creation of a restitution advocate position to assist victims with submitting restitution documentation, assist at restitution hearings, refer cases to Court, and work with Court Fines and Restitution to ensure that ordered restitution is being forwarded to victims.
  • Creation and implementation of a volunteer therapy dog program team to assist victims of child sexual abuse, victims with cognitive difficulties, and vulnerable adults, as their cases proceed through the system.
  • Foster a robust grant program.
  • Continue to foster successful grant applications.
  • Acquire a Facility Dog to assist victims during courtroom testimony.
  • Justice Court Domestic Violence Victim Advocate to provide specialized services to DV victims at the Justice Court level, including assistance with application for Orders of Protection.
  • Research U.S. Department of Justice Court grant under the Office on Violence against Women: Training and Services to End Violence against Women with Disabilities Grant Program. This will be a collaborative effort between Victim Services and the Arizona Coalition to End Sexual and Domestic Violence.
  • Work with Pinal County Sheriff's office Volunteer Advocates to provide assistance with on-scene Crisis Intervention.
  • Create a program to assist victims with financial loss from property crimes. This is an area that Victim Compensation does not cover. Work with local businesses such as thrift stores around the county to provide vouchers so victims in need can obtain household goods and clothing.
  • Establish well-defined standards of service to ensure consistent, quality treatment for victims.
  • Incorporate violence prevention programs into our victim assistance program.
  • Coordinate with local schools to present information to middle and high school students on the dangers of teen dating violence.
  • Expansion of efforts to educate the community on the Victim Compensation program, leading to more applications and potential financial assistance to victims of crime.
  • Build and administer a PCAO In-House Bad Check program, including management of staff, resources, and case management system to recompense retailers for lost restitution from forged checks.
  • Create a paperless Victim Notification Program.

PHYSICAL DEMANDS:
The work is sedentary requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. The work also requires the ability to crouch, finger, reach, perform repetitive motion, hear, speak, walk, and demonstrate mental and visual acuity.
