Position Description

The Town of Marana is seeking a Water Business Financial Manager to work in the Water Department. This full-time position entails overseeing water finance, business operations, customer service, and billing for a fast-paced, forward-thinking public water utility.

The role includes performing cost control activities for the Water Department, preparing budgets and financial reports, and monitoring revenues and expenditures. This ensures sound fiscal control and the effective, efficient use of budgeted funds.

Expected Hiring Range: $79,709 - $99,635
Salary Range: $79,709 - $119,562

Examples of Duties

  • Under the general direction of the Water Director, provides leadership, oversight, and management for the Water Billing/Customer Service Group through Water Business Supervisor; fosters a culture of accountability and excellence through motivation and performance feedback, recognition of contributions, and promotion of staff training and professional development.
  • Responsible for the management of the financial activities, including water and water reclamation capital and operation budgets, accounting, water rates administration, financial forecasting, auditing, and reporting.
  • Responsible for developing financial analysis for the evaluation of business alternatives considering key variables, assisting the Water Director with the budget and strategic planning utilizing available tools and software.
  • Prepares, documents, and presents code and ordinance changes, rates, fees, budgets as well as financial adjustments, and other utility business policies and practices to internal and external stakeholders.
  • Coordinates with Finance Department and manages multiple water enterprise funds.
  • Creates and oversees water and water reclamation customer service programs and associated outreach communications.
  • Manages billing and account structure and resolution of billing disputes including collaboration with billing, finance, and legal counsel. Provides oversight for all business functions.
  • Leads and manages water business related projects, including rate studies and impact fee studies.
  • Leads and manages water business process improvement through billing software, permitting software, and assets management software, etc.
  • Manages department outreach, communication, and website.
Minimum Qualifications

  • Bachelors degree in water resources management, environmental science/engineering, business administration, public administration, or a closely related field.
  • Five or more years of progressively responsible professional experience in utilities and/or business management, enterprise funds management, budget development, and process optimization with demonstrated success.
  • Three or more years of supervisory experience.
An equivalent combination of education and relevant experience that provides the desired knowledge, skills & abilities to successfully perform essential functions may be considered.

PREFERRED REQUIREMENTS
  • Masters degree in water resources management, environmental science/engineering, business administration, public administration, or a closely related field.
  • Water business operation experiences
  • Professional Certification (CPA, CMA, CFA)
