Depending on qualifications and experience, the position offers a negotiable hiring range of $101,780 to $127,225. The salary range is $101,780 to $152,670. The Town has a full and competitive benefit and retirement program.

Position Description

As an organization of excellence, we are seeking an experienced, collaborative, and innovative professional to assist the Water Department Director in managing and overseeing the water and water reclamation infrastructure planning and improvement in Marana Water Service area. The Deputy Director supports the Director in capital improvement project budgeting, personnel management, and stakeholder engagement efforts while also overseeing specific projects or functional areas within the department.

Responsibilities

  • Project Management: Oversee specific infrastructure improvement projects or initiatives within the department, coordinating resources, timelines, and deliverables to achieve project goals and objectives.
  • Budget Management: Support the Director in preparing and managing the department's 5-year CIP budget, monitoring capital expenditures, and identifying opportunities for cost savings and efficiency improvements.
  • Grant Management: Research and identify suitable grants, develop compelling proposals, and ensure compliance with grant requirements. Responsibilities also include managing project finances, communicating with funders, monitoring progress, and reporting.
  • Operational Support: Assist the Water Department Director in planning, organizing, and directing the department's operational activities, including water treatment, distribution, maintenance, and emergency response.
  • Personnel Management: Assist in recruiting, training, and supervising departmental staff, providing guidance, performance feedback, and professional development opportunities to ensure a skilled and motivated workforce.
  • Emergency Response: Assist in developing and implementing emergency response plans, coordinating disaster preparedness efforts, and leading the department's response to water-related emergencies and crises.
  • Data Analysis and Reporting: Analyze operational data, performance metrics, and key performance indicators to assess departmental performance, identify trends, and prepare reports for management and regulatory agencies.
  • Continuous Improvement: Identify opportunities for process optimization, technology upgrades, and best practice implementation to enhance the efficiency, reliability, and sustainability of water department operations.
The minimum requirements for the position:
  • Bachelors degree in civil/environmental/water resources engineering, or related field.
  • Five or more years of progressive leadership experience managing mid or large size water and/or wastewater groups with knowledge of local government operations.
  • Valid Arizona driver license and the ability to pass a motor vehicle record check.
  • The minimum qualifications must be met as written above.
Preferred Qualifications:
  • An Arizona Registered P.E. in Civil Engineering, Environmental Engineering, and related fields.
  • Five or more years of managing water or wastewater infrastructure planning, design, and construction for a public water utility.
  • Masters degree in civil/environmental/water resources engineering, business, public administration, or related field.
  • Two or more years experience with independently applying for and managing federal and state grants.
