Job Description:

WIOA BUSINESS PRACTITIONER: Under the direction supervision of the Program Manager, performs technical and administrative duties pertaining to the operation and function of the WIOA Program.

MINIMUM QUALIFICATIONS:

High school diploma plus six (6) years of experience working in an educational institution and/or the business community; or any combination of education and experience equal to six (6) years.

Demonstrated ability to establish an effective working relationship with staff, postsecondary institutions, businesses and other agencies; plan and implement effective program procedures, and recognize and assure a high degree of quality and efficiency in program service delivery. Ability to exercise judgement and discretion in interpreting department policy.

Must have good written and oral communication skills.

Must be able to use discretion in all facets of work-related situations.

Ability to perform all work rapidly and accurately, meeting all deadlines when applicable.

JOB CHARACTERISTICS/PHYSICAL DEMANDS:

This is a professional position which requires organizational and communication skills, as well as judgement, tact and diplomacy in contacts with YDI employees, community residents, parents and local government agencies. Strict adherence is required to all regulations concerning confidentiality.

A background investigation to include fingerprinting will be required.

Physical is required upon hire, and may be required intermittently.

Frequent travel is required by employee. Valid drivers license, clean driving record, and proof of satisfactory car insurance is required.

Youth Development, Inc. is an at-will employer. Employment is by mutual consent of the company and employee, and either may terminate the relationship at any time with or without cause or advance notice. This job is contingent upon funding; however, availability of funding is not a guarantee of continued employment, nor does it imply any specific term of employment.

Through the Workforce Innovation and Opportunity Act's youth elements of Mentoring and Work Experience, Employer Recruitment is a critical feature of the WIOA youth program. As such, businesses function as worksites supporting the mentoring and work experience elements. This position offers a direct continuous transition from education to employment and identifies advanced certifications required by an emerging generational workforce.

DUTIES & RESPONSIBILITIES (Not Inclusive):

  • Recruit and meet with businesses to develop worksites for WIOA mentoring, work experiences and employment placements.
  • Ensure recruitment and development of mentoring, work experience opportunities and worksites are aligned with participant's career interests and needs.
  • Network with business owners and managers to assess needs and determine skill gaps and areas to which youth participants should focus their training and education.
  • Familiarize with the Labor Market information of each county to identify in-demand and emerging occupations.
  • Align business development to Region's priority industries along with demand occupations.
  • Provide staff worksite profiles of interested businesses, identifying mentoring opportunities, work placements, and vacancies.
  • Gather vacancy information, applications, etc. to develop a job board or database of youth employment opportunities to share regularly with staff.
  • Develop an email list serve of participants to send notices of job fairs and employment opportunities.
  • Develop and maintain recruitment materials for business outreach and development and ensure approval by Administrative Entity.
  • Coordinate all advertisement opportunities of the program in collaboration with management.
  • Develop and maintain the worksite orientation and file that contains all relevant and required information regarding work placement, i.e child labor laws, workers compensation, timesheets, etc.) and train staff on file as needed.
  • Provide a worksite orientation with all interested worksites the position directly develops and provide to staff for placement.
  • Develop and deliver presentations to inform businesses about the program and promote youth employment.
  • Provide training to WIOA staff on business outreach and development.
  • Maintain the worksite database for the Region ensuring consistent updating and sharing with staff.

    Inform all business contacts about the NMWC business services and encourage utilization of the network for all hiring needs.

  • Provide instruction on how business may access potential candidates matching their resumes to employment opportunities.
  • Work with NMWC Business staff to list job orders within the workforce data base system.
  • Collaborate with and attend all Business Team meetings to engage the youth program and gain insight on business events and employment opportunities.
  • Collaborate with the Business Team to coordinate job fairs, business events, etc.
  • Attend other job community job fairs to gather information on employment opportunities.
  • Attend business events, meetings, etc. in the communities to develop connections and represent the program, i.e. Chamber of Commerce, Economic Development, Taskforces, etc.
  • Travel to all counties in the Region to assist WIOA staff with business recruitment and networking.
  • Work with staff as needed to ensure youth resumes are updated with key words for employer job search and job match activity.

    Search data base to job match youth exiting program with employment opportunities.

  • Collaborate with industry partners and employers to create sector partnerships and develop training programs for participants.
  • Meet and collaborate with educational systems and school districts to ensure youth are

aware of services provided by the workforce system.

  • Collaborate with proprietary educational institutions to gather information shared with staff to transition youth to training opportunities to meet business and employer needs.
  • Assist WIOA staff with outreach activities and transition of participants from work experience to employment, post-secondary, occupational skills training, and/or co-enrollments.
  • Assist WIOA staff with developing employment plans and needs of participants with referrals to pre-employment activities, i.e., work readiness classes, job coaching, interviewing and job search classes.
  • Plan and hold Employer recruitment events in each county at least twice per program year.
  • Plan and hold Employer appreciation events in each county at least twice per program year.
  • Participate in the Peer Model with staff in the same program and position to exchange best practices and provide information, support and mentoring.
  • Complete 18 hours of training each program year related to position for continued knowledge and professional development.
  • Meet monthly benchmarks on established performance plan developed by management that is aligned to contract goals and outcomes.
  • Enter monthly outcomes on performance plan by due date and participate in reviews of the plan with Manager.

  • Other duties as assigned by the Program Manager.
