JOB SUMMARY
Collect, organize, and analyze data to extract insights, identify, quantify, and interpret issues and trends, and present relevant findings. Use data visualization tools and techniques to present analysis, effectively communicate information, and inform decision-making. Assist the department in developing strategies to effectively respond to complex, interconnected, current and emerging issues. Develop and manage databases. Use specialized analytical tools, including the County Geographic Information Systems (GIS). Work is performed under general supervision.
Example of Duties

TYPICAL CLASSIFICATION ESSENTIAL DUTIES:

  • Analyze data related to local, state and national workforce development trends using economic and workforce development modeling software and the Arizona Job Connection System and other applications/systems required by the state workforce agency.
  • Conduct analysis of contracted provider services as well as the overall ARIZONA@WORK Pinal County workforce delivery system to inform the Pinal County Workforce Development Board of contractor/delivery system performance.
  • Conduct analyses of economic and workforce data in support of county-wide business attraction, expansion and retention efforts.
  • Respond to requests for labor market reports such as Project Information Forms (PIFs).
  • Conduct analyses of complex functions and work processes of public workforce development-related policy, programs and performance.
  • Conduct research or evaluate elements of new or existing methods for performance measurement, organizational structures or management processes to assess program performance and effectiveness for a broad range of public workforce development programs.
  • Knowledge of Pinal County, state and national workforce development trends
  • Knowledge of workforce development strategies and associated analysis.
Minimum Requirements

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Bachelors degree in statistics, computer science, data analytics, data science or a related field (consistent with the Position Specific duties).
  • Two years increasingly responsible professional experience in the field (consistent with the Position Specific duties).
  • Or an equivalent combination of relevant education and/or experience may substitute for the minimum requirements.
  • Valid Arizona Driver's License.

Preferred Qualifications:

  • Masters Degree in related field.
Supplemental Information

Knowledge, Skills and Abilities (KSA):

  • Knowledge of applicable Arizona Revised Statutes and County Ordinances.
  • Knowledge of Federal and state and local program regulations and requirements, including procedures and standards.
  • Knowledge of principles and practices of database management and GIS, including data compilation, database management, graphics applications and overlays, spatial models for computer analysis, and security guidelines and procedures.
  • Possess a solid foundation in statistics and practical experience with statistical software (such as Excel, Stata, Python, R)
  • Experience with the development of data dashboards, charts, and visual aids to support decision-making using tools such as Tableau, Power BI, Excel, etc
  • Knowledge of regional community service agencies and other public assistance programs.
  • Skill in analyzing department issues, analyzing data, evaluating alternatives, and developing recommendations.
  • Skill in understanding, evaluating, and integrating data from multiple public and private sources.
  • Skill in compiling and analyzing data, preparing and maintaining accurate records, and generating reports.
  • Skill in developing, manipulating, and analyzing demographic and geographic information.
  • Skill in understanding, evaluating, and integrating data from multiple public and private sources.
  • Expert knowledge of Excel, including graphs, pivot tables and formulas.
  • Excellent communication skills including public presentations.
  • Detail oriented.
  • Ability to work effectively in an individual and team environment.
  • Ability to meet company attendance and dependability guidelines.
  • Knowledge of Microsoft and Google including but not limited to Microsoft Word, Excel, PowerPoint and Google Docs, Sheets and Slides and relevant modeling tools. .
  • Knowledge of relevant local, state and federal data sources.
  • Ability to promote and implement the Countys programs and projects.
    • Willingness to learn, think critically, and exhibit initiative.
    • The ability to work as a team and also act independently

PHYSICAL DEMANDS:

The work is sedentary and requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. The work also requires the ability to finger, grasp, handle, reach, perform repetitive motion, hear, speak, walk, and demonstrate mental and visual acuity.
