Overall Job Objective

Description

The Workforce Programs Supervisor is responsible for supervising program staff and day-to-day operations of their workforce programs team. Works under the direct supervision of the Workforce Programs Manager. Supervises and mentors a team of approximately 3 - 7 staff, as well as program operations oversight, which includes, but is not limited to, budget oversight, program compliance, program performance, program activities and service delivery.

Duties

DUTIES:

  • Coordinates and provides programmatic oversight for various programs, which may include, but may not be limited to, the WIOA Dislocated Worker program, federal and state discretionary grant initiatives, and foundation grants.
  • Provides budget projections, budget tracking, and budget oversight of all programmatic expenditures, which may include, but may not be limited to, participant expenditures, personnel, and administrative/overhead expenses.
  • Responsible for program performance goal attainment, outreach, and the development and implementation of program activities in support of outlined goals and measures.
  • Coordinates, tracks and monitors programming to ensure customers access the array of programs and services they need, including career, training, work-based learning, and supportive services
  • Monitors program activities and case files to ensure consistency and compliance with federal, state, contractual, and local regulations and policies
  • Coaches staff and team on performance related to programmatic goal achievement, customer service, program compliance, and case management.
  • Advises and coaches staff regarding effective methods for dealing with difficult customers and situations.
  • Monitors and coordinates data tracking for program outcomes, performance, and compliance.
  • Assist with onboarding and staff training and professional development
  • Maintains thorough understanding of all internal departments, programs, and resources.
  • Provides coverage for workshop and orientation facilitation as needed
  • Responsible for ensuring compliance with all requirements as outlined in contractual agreements, federal, state, and local policies and regulations.
  • Supervises day-to-day logistical tasks, issues, and activities associated with programmatic and team operations
  • Performs other duties as assigned.
SKILLS AND ABILITIES:
  • Initiative - must accurately identify internal and external customer needs, and be proactive in adjusting program processes to ensure program outcome goals are met. Maintains high level of productivity and self-direction.
  • Knowledge/Technical Skills - must have adequate keyboarding, spelling/grammar and intermediate computer literacy. Will develop proficiency in use of office and program specific software. Must be proficient in laws, regulations and policies governing program(s). Must have ability to lead/facilitate staff meetings and work groups to ensure program outcome goals are met or exceeded. Must have working knowledge of career assessments, guidance and job search methods. Must have adequate understanding of program budgets, and the ability to track and project expenditure levels.
  • Public Relations/Image/Service - must be able to coordinate program staff to minimize valid customer complaints and exhibit adequate follow through. Must guide staff in handling changing workloads while meeting program goals. Able to provide program tracking and data reports to management.
  • Planning and Organizing - must have proficient calendaring, time management and prioritization skills to be able to guide staff in meeting program outcome goals while remaining in compliance with laws, regulations and policies.
  • Communication - Must be able to adequately address issues and problems through effective oral and written communication. Must be able to respond within one-business day to all voice mails and e-mails received.
  • Judgement/Decision Making - Must make decisions congruent with program goals, laws, regulations and policies. Must have ability to conceptualize agency and program processes, and recommend and implement improvements and enhancements needed.
  • Coordination - Must be able to review agency processes and recommend changes that measurably increase productivity and improve program outcomes. Must ensure staff correctly follow laws, regulations, policies and internal procedures and that staff are completing paperwork and data entry with minimal errors. Must be able to implement process improvements that measurably improve program outcomes.
  • Interpersonal Communication - Communicates with all internal and external customers with professionalism and integrity.

Requirements

EDUCATION AND EXPERIENCE:
Any equivalent combination of education and relevant experience totaling 7 years will be considered, such as:

  • High School Diploma or GED equivalent and 7 years of relevant experience
  • Associates Degree and 5 years of relevant experience
  • Bachelor's Degree and 3 years of relevant experience
NOTE: Relevant experience includes previous supervisory experience, working in workforce development, working with individuals with barriers to employment in counseling, training, vocational education, rehabilitation, teaching or related setting.

PREFERRED EXPERIENCE:
  • Supervisory experience
  • Workforce development experience
PRE-EMPLOYMENT ADDITIONAL REQUIREMENTS:
  • Must successfully pass pre-employment testing which includes an acceptable motor vehicle record (MVR) and background check.

  • Spends 50% of the time sitting and 50% of the time either standing or walking.

  • Occasionally climbs, stoops, kneels, balances, reaches, crawls and crouches while performing office or work duties.
  • Verbal and auditory capacity enabling constant interpersonal communication through automated devices, such as telephones, radios, and similar; and in public meetings and personal interactions.
  • Constant use of eye, hand and finger coordination enabling the use of automated office machinery or equipment.
  • Visual capacity enabling constant use of computer or other work related equipment.

Constantly: Activity exists more than 2/3 of the time.
