Job Description:

YOUTH DEVELOPMENT PRACTITIONER: Under the supervision of the Program Director. Responsible for recruitment, certification, and monitoring of participants for the Youth Comprehensive Service Program (WIOA).

MINIMUM QUALIFICATIONS:

High school diploma plus six (6) years experience working with youth in the areas of employment and job/life skills training, and related areas dealing with youth employment/education issues.

Extensive knowledge of community resources and ability to work efficiently with public and private agency professionals.

Broad knowledge of assessment, service planning and service coordination in working with adolescents and families.

Ability to exhibit an emotional maturity and good judgment, to include high standards of morals and speech.

JOB CHARACTERISTICS/PHYSICAL DEMANDS:

This is a professional position which requires organizational and communication skills, as well as judgment, tact and diplomacy in contacts with YDI employees, business employers, community residents, parents and local government agencies. Strict adherence is required to all regulations concerning confidentiality.

Physical and TB Skin test is required upon hire, and may be required intermittently. A background investigation to include fingerprinting will be required.

Frequent travel is required. Must have a clean driving record and have car insurance as required by NM State law.

Youth Development, Inc. is an at-will employer. Employment is by mutual consent of the company and employee, and either may terminate the relationship at any time with or without cause or advance notice. This job is contingent upon funding; however, availability of funding is not a guarantee of continued employment, nor does it imply any specific term of employment.

DUTIES AND RESPONSIBILITIES (Not Inclusive):

  • Outreach and recruitment of participants eligible under WIOA to participate in the program.

  • Perform intake and assessment of eligible participants utilizing the established WIOA forms and processes.

  • Adhere to the e-file process under WIOA for all participant files which requires entering and tracking all services/outcomes, case notes and Individual Development Plans into state database system and uploading all eligibility and service documentation.

  • Ensure all eligible participants receive proper services as indicated on their Individual Development Plan through referrals to partners and community resources.

  • Make available all fourteen (14) youth elements under WIOA to program participants by directly providing or establishing partnerships for service delivery.

  • Maintain both active and follow-up caseloads throughout the program year to ensure services provided result in the required performance measures.

  • Maintain a summer caseload for five months of the program year separate from the year-round caseload which requires all same aspects of recruitment, intake, placement, referrals, and data entry as year-round program.

  • Coordinate with business employers to develop work sites in the public and private sectors for all eligible participants enrolled in the program.

  • Place eligible participants at established work sites according to federal, state and local employment laws.

  • Monitor participants and work sites on a regular basis throughout the program year.

  • Facilitate pre-employment and life skills training throughout the program year for all participants placed to work.

  • Coordinate with the Business and Career Center partners to facilitate quarterly job fairs.

  • Attend and recruit participants for two (2) job fairs from other facilities each quarter.

  • Participate in staff and partner meetings to coordinate services for youth.

  • Work with the Business Liaisons and Account Representatives from each Business and Career Center to develop collaborations with key industries regarding job opportunities for participants.

  • Maintain effective and working partner relationships with school districts, juvenile probation office, higher education providers, business community and neighborhood associations to enhance program services.
  • Familiarize and adhere to all US Department of Labor Job regulations including new amendments and issuances.

  • Responsible for understanding, implementing and enforcing child labor laws.

  • Provide initial orientations and on-going assistance with regard to program requirements, program regulations, child labor laws and other relevant issues to all participants, work site supervisors, and job developers involved with the program.

  • Maintain participant files and weekly counseling notes on each participant as assigned by the Program Director.

  • Prepare all participants files for audits throughout the program year by the local administrative, state and federal agencies.

  • Enter all participant information into VOSS (state database) and MIS system on a timely basis for reporting purposes.


  • Facilitate weekly staff meetings and case reviews with co-worker from same office.

  • Work with community agencies and businesses to provide supplemental support for participants.

  • Other duties as assigned.

    Under the direct supervision of the Program Director.
