ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provides intensive one-on-one technical assistance in helping clients prepare their resume, identify appropriate job opportunities, and practice interviewing skills; meets with clients to define job development parameters and services.
  • Develops and locates appropriate employment opportunities for clients through cold calls and correspondence, attendance at local job fairs and through responses to local employment advertisements; maintains contacts in the local business community.
  • Monitors job performance, wage level and employer satisfaction with newly placed clients.
  • Maintains client case files that document intake and referrals as well as case notes documenting regular interaction with clients.
  • Promotes and develops employment and on-the-job training opportunities for disadvantaged applicants: Assists employers in revising standards which exclude applicants from jobs.
  • Demonstrates to employers effectiveness and profitability of employing chronically unemployed by identifying jobs that workers could perform.
  • Establishes relationships with employers regarding problems, complaints, and progress of recently placed disadvantaged applicants and recommends corrective action.
  • Assists employers in establishing wage scales commensurate with prevailing rates.
  • Promotes, develops, and terminates on-the-job training program opportunities with employers and assists in writing contracts.
  • Identifies the need for, and assists in the development of, auxiliary services to facilitate bringing disadvantaged applicants into job-ready status.
  • Informs business, labor, and the public about training programs through various media.
  • Documents all contacts made on behalf of client; maintains informational files on employers; maintains job bank of current employment opportunities.
  • Documents progress toward employment goals per agency guidelines.
  • Works with Case Managers to identify and assist clients in the development of work related skills and to document barriers to employment and steps taken to remove barriers.
  • Procures jobs which match the clients employment plan; provide feedback regarding appropriateness to job match.
  • Complies with all policies, procedures and protocols of MAAC and its funders.

OTHER DUTIES

  • Participates during in-service training and staff meetings.
  • May be required to work an irregular work schedule, which may include evenings and weekends, when necessary.
  • Travels to various employment sites in San Diego County.
  • Maintains information tracking systems as directed.
  • Performs other related duties as assigned.

    QUALIFICATIONS/SKILLS & ABILITIES

    Knowledge of:

    • Business operations and special concerns of employers including an understanding of industry employment procedures.

    Ability to:

    • Analyze clients employment experience and relate it to jobs available in the labor market.
    • Think and work independently; be flexible and capable of working under pressure with deadlines and managing multiple priorities.
    • Develop and maintain effective job development methods and placement sites.
    • Effectively communicate orally and in writing.
    • Support clients and employers and resolve conflicts.

    EDUCATION/EXPERIENCE/CERTIFICATION REQUIREMENTS

    • A typical way of obtaining the knowledge, skills and abilities outlined in this announcement is graduation from a four-year college or university with a major in Business Administration, Health, Human Resources, Marketing, Social Services or a related field AND
    • Two (2) years of experience providing job development and/or case management or working as a facilitator with persons with significant barriers, as is knowledge of the San Diego labor market and employers.
    • Experience in sales, marketing or public relations is highly desirable.
    • Computer literacy is required with a working knowledge of Microsoft Office applications.

    HEALTH STATUS

    Must have a physical examination, TB clearance and a drug screen by a doctor/clinic designated by MAAC as well as immunization records for influenza*, pertussis and measles as required by state and federal regulations prior to the first day of employment.

    Physical Demands

    While performing the duties of this class, an employee is regularly required to stand, walk and sit, talk or hear both in person and by telephone, uses hands to finger, handle or feel objects or controls, reach with hands and arms. An employee also is regularly required to stoop, kneel, bend, crouch or crawl, climb or balance and lift up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, color vision and the ability to adjust focus.

    Mental Demands

    While performing the duties of this class, the employee is regularly required to use written and oral communication skills; read and interpret information; analyze and solve problems; observe and interpret people and situations; use basic math; learn and apply new information or skills; work under intensive deadlines and interact with MAAC management, administrators, staff, teachers, parents, family members, children and others encountered in the course of work.

    BACKGROUND CLEARANCE

    All positions are subject to a background/education check, DMV check, NSOR, exclusion and debarment checks prior to hire and periodically throughout employment as required by various funding sources.

    Note: California Start law requires background criminal checks on anyone who works in a licensed childcare facility who is not a client. Must have or obtain a current criminal background check clearance, signed criminal record statement, and signed Acknowledgement to Report Child Abuse form prior to the first day of employment.

    TRANSPORTATION

    Must have and maintain a valid California Drivers License, daily use of a personal, insured vehicle, and have and maintain a motor vehicle driving record acceptable to MAACs insurance carrier. Incumbents will be enrolled in the California DMV Pull Program.
