Pima County Department of Transportation is looking for a talented and motivated individual who is passionate about improving multimodal safety and mobility on Pima County roadways. Consider joining our Team of transportation professionals by applying today! This position is responsible for leading the work of the traffic studies team for the department.

The ideal candidate will have demonstrated experience in traffic studies, preparation and review of traffic engineering and planning designs, review and approval of traffic control plans, neighborhood traffic management including stakeholder coordination, transportation guidelines and standards, and use of traffic data. This candidate will also be familiar in the use of mapping software and preparation of traffic reports.

Duties/Responsibilities

(Work assignments may vary depending on the department's needs and will be communicated to the applicant or incumbent by the supervisor.)

Reviews and resolves engineering problems in connection with standards and designs involved in maintaining and constructing public works facilities;
Leads the work of engineering assistants and technicians engaged in the preparation and review of designs;
Completes or reviews drawings, plans, estimates and preliminary reports for construction and improvement projects;
Participates in the preparation and review of specifications and cost estimates;
Inspects construction sites as part of engineering assignments;
Performs construction contract management;
Prepares technical reports in connection with engineering projects;
Analyzes alternatives to determine the most desirable routes, locations and various design features for projects;
Performs engineering analysis for acceptance by supervisor;
Prepares or reviews designs and conducts studies;
Assists in the preparation of contracts which includes special and supplemental specifications;
Conducts or reviews testing procedures and performs analysis to determine appropriate testing procedures;
May perform research on construction materials, materials testing procedures and analysis of systems.

KNOWLEDGE & SKILLS:

Knowledge of:

  • application of engineering principles to public works projects and systems;
  • computer aided design and geographical information systems;
  • modelling and analysis tools;
  • relevant testing methodologies.

Skill in:
  • interpreting and utilizing engineering plans, maps, specifications and preparing reports;
  • application of engineering theory to resolve problems;
  • preparing and checking complex designs, details, estimates, plans and specifications of engineering projects and systems;
  • collection and evaluation of spatial data and survey;
  • establishing and maintaining effective working relationships with contractors, other agencies, other departments and the public.
Minimum Qualifications

A bachelors degree from an accredited college or university with a major in engineering or closely related field as determined by the appointing authority at the time of recruitment and two years of pre-registration engineering experience.

Preferred Qualifications:

  1. Experience conducting safety and mobility studies, such as traffic operations, traffic control, and multi-modal, through a data-driven approach.
  2. Experience using crowd-sourced vehicle data applications and other technology-based programs for transportation analyses.
  3. Experience using local, state and national transportation guidelines such as MUTCD, AASHTO Green Book, Roadside Design Guide, and Pima County Manuals.
  4. Experience developing traffic engineering guidelines and procedures and writing detailed reports.
  5. Experience working with the public, concerned citizens, and other public agencies to resolve public safety, mobility, or other technical issues.
  6. Experience using AutoCAD or Microstation to develop pavement marking, signing, and other design exhibits.
Selection Procedure:
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum/desired qualifications. Candidates meeting the minimum/desired qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Licenses and Certificates: Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine the applicant's suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to maintain the required licensure shall be grounds for termination.

Special Notice Items: The County requires pre-employment background checks. Successful candidates will receive a post-offer, pre-employment background screening to include verification of work history, education, and criminal conviction history. A prior criminal conviction will not automatically disqualify a candidate from employment with the County. Applicants for positions in this classification with a pending graduation date, must provide documentation of the pending graduation date from the awarding college/universitys registrars office at the time of application. If applicant provides a pending graduation date, proof of degree awarded must be submitted to the department upon appointment.
