    POSITION SUMMARY
    Under the direction of the Director of Human Resources, the Human Resource Specialist performs a variety of human resource activities in support of the districts recruitment, employment, training and retention goals of highly performing personnel. The Human Resource Specialist is responsible for human resources functions of a confidential, varied and moderately complex nature. In this position incumbent will act as a leader within the department and promote teamwork through a positive professional environment.

    PRIMARY DUTIES AND RESPONSIBILITIES
    • Composes and creates correspondence such as reports, announcements, bulletins, evaluations, flyers, brochures and policy guidelines.
    • Creates and coordinates support staff induction and mentoring programs.
    • Coordinates support staff development and value-added programs through selection of qualified speakers, presenters, instructors and appropriate curriculum.
    • Works collaboratively with directors, administrators, and other departments and staff members to design, coordinate, and provide suitable support staff training.
    • Evaluate and analyze support staff training and value added programs for effectiveness. Monitor and adjust as necessary.
    • Creates and manages support staff handbook and other training materials.
    • Plans, coordinates, and represents the District at HR functions such as job fairs, retirement reception and employee of the year celebrations.
    • Orders, prepares and organizes recruiting materials.
    • Conducts new hire orientations to explain policies, procedures, salary structures and related information pertaining to the District.
    • Processes and maintains accurate leave of absence records; assures that proper notices and documentation are sent in a timely manner; interacts with employees regarding pending and existing leaves.
    • Maintains the Sick Leave Bank database; counsels employees on the procedures regarding the Sick Leave Bank and submits Sick Leave Bank requests to the SLB committee.
    • Maintains a working knowledge of District policies and procedures applicable to area of responsibility; consult and advise the Director of Human Resources regarding policies issues, discrepancies or suggested revisions.
    • Researches a wide variety of information, providing information to administrators, teachers and staff.
    • Communicates effectively in order to relate to the staff and public in a fair, tactful and courteous manner and to refer conflict situations to appropriate personnel.
    • Responds to emergency situations and communicates to the appropriate administrator
    • Acts as resource for school and District personnel as well as a leader within the locations office.
    • Performs data entry to maintain the HRIS of all employee information.
    • Promotes and supports District-wide initiatives.
    • Performs other duties as assigned.

    KNOWLEDGE SKILLS AND ABILITIES
    • Demonstrate intermediate proficiency in computer programs such as Microsoft Word, Excel, PowerPoint, Outlook and Explorer.
    • Ability to operate standard office and computer equipment and database software programs.
    • Ability to communicate effectively verbally and in writing.
    • Ability to do mathematical and statistical computations.
    • Demonstrates willingness to make decisions and resolve problems using available resources and logical thinking.
    • Ability to employ trouble-shooting, problem solving and decision-making skills.
    • Ability to learn required technology systems (payroll, HRIS, Time keeping, application, substitute and training systems).
    • Ability to establish priority ordering of tasks necessary to complete a project and convey these understandings and priorities to others.
    • Ability to read and interpret documents, Department of Education regulations, and procedures manuals.
    • Ability to maintain confidentiality with regards to people or events that occur within the District.
    • Ability to work cooperatively and courteously with staff, students, parents and community members.
    • Ability to deliver training to diverse groups in various settings.
    • Perform all duties in accordance with Federal and State laws, district procedures and Board policies.
    • Ability to handle confrontation and conflict without an emotional response.
    • Produce accurate work and complete assignments with minimal supervision.

    QUALIFICATIONS
    Required
    • Associates degree or two years of college coursework in Human Resources, Business Administration, or equivalent three years of progressive administrative or human resources support work may substitute for the degree.
    • One year of work experience in progressive human resources, payroll, and/or other administrative support positions.
    • Any equivalent combination of training, education and experience that meets minimum requirements

    Preferred:
    • Bachelors Degree in Human Resources, Business Administration, Public Administration, or related field.
    • Professional Human Resources certification (SHRM/PHR)
    • Expertise and experience in facilitating professional learning to adults

    While performing the duties of this job, the employee is required to reach with hands and arms. The employee is frequently required to sit and occasionally stand and walk. The employee may be required to move ten pounds and could occasionally lift or move up to twenty-five (25) pounds.

    WORK ENVIRONMENT
    Indoor office environment. This position regularly works indoors and may be required to work outdoors on occasion. The noise level in the work environment is generally quiet to moderate and may become excessively noisy at times. Will have contact with students, employees and the public.

    $22.80/hour - 12 Month position - 40 hours/week
