Definition
Definition: Under general supervision from the Senior Accountant and/or Controller (General Ledger), analyzes a variety of documentation and accounting transactions to ensure fixed assets and projects are appropriately reported in month-end, quarter-end, year-end and ad-hoc financial reports and that transactions are recorded in accordance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) that meets the objectives of the Community. This job class is treated as FLSA-Exempt.
Distinguishing Features: The Accountant (Fixed Assets and Projects) differs from the Accountant job class by specific emphasis on asset accounting and management with focus on reconciliation of the fixed assets and Capital Improvement Project (CIP) accounts, project procurement and construction-in-progress activities across multiple business entities to ensure compliance with GAAP, GASB and the Community's existing policies and procedures.

Examples of Tasks
1. Manage the complete lifecycle of fixed assets, including capitalization, depreciation, impairment testing, and disposals for multiple business entities.
2. Manage capital and non-capital projects under the Capital Improvement Project (CIP) program.
3. Become the subject matter expert in the process, policies and procedures of all departments and areas as they pertain to the fixed assets lifecycle.
4. Reviews data for errors, discrepancies and makes necessary corrections. Verifies forms, lists, columns or aggregations of figures, noting discrepancies and rechecking own work for errors.
5. Provides assistance to the Senior Accountant, Controller, Assistant Finance Director and Finance Director with various accounting and special projects.
6. Performs other job-related duties as assigned by the Senior Accountant, Controller, Assistant Finance Director or Finance Director to maintain and enhance departmental operation.

1. Manage the complete lifecycle of fixed assets, including capitalization, depreciation, impairment testing, and disposals for multiple business entities.
- Maintain fixed asset schedules in Excel, including manual calculation of additions, disposals, transfers, and reclassifications to ensure all assets are properly recorded and classified.
- Review all general ledger data and identify expenditures not classified as an asset. Record reclass journals moving expense to an asset.
- Review procurement activities, including requisitions, purchase order and invoices of asset to ensure compliance with both the Community's existing policies and proceduresand the federal and state regulations.
- Prepare monthly reconciliation of fixed assets schedule, expense accounts and financial footnotes. Investigate and resolve discrepancies, and complete adjusting journals.
- Assists with the establishment and implementation of capital asset management procedures including, but not limited to, procurement, purchasing, inventory, fixed assets, contracts, grants and project costing.
- Assist with internal and external audits by providing supporting documentation and explanations related to the fixed asset accounting.
2. Manage capital and non-capital projects under the Capital Improvement Project (CIP) program.
- Maintain project information in PeopleSoft Project Costing module including the creation of new projects, setup of system roles and rules, and update existing project information.
- Prepare annual and monthly CIP interfund revenue journals to ensure general and budget ledgers are accurate.
- Monitor CIP budgets and identify overspending or negative budget issues and complete adjusting journals.
- Review purchasing card transactions and receipts charged to CIP, and validate transactions are coded properly and in compliance with the Purchasing Card policy.
- Prepare monthly reconciliations of CIP and other project related accounts, investigating and resolving discrepancies, and complete adjusting journals
- Works with field departments such as the Engineering and Construction Services and Public Works Departments to monitor Construction-in-Progress, including status reports of various projects and conversion of projects to depreciable assets at project completion.
- Assist with internal and external audits by providing supporting documentation and explanations related to capital projects and status.

Knowledge, Skills, Abilities and Other Characteristics:
- Knowledge of the culture, customs, traditions, history and government of the Salt River Pima-Maricopa Indian Community (SRPMIC).
- Knowledge of Federal regulations, SRPMIC Ordinances and Resolutions, State/Foundation funding guidelines, financial institution lending guidelines, GAAP and GASB Regulations.
- Knowledge of federal funds, grants, asset management, inventory, Construction-in-Progress, procurement and other governmental activities.
- Knowledge of asset management and reporting processes and procedures.
- Knowledge of procurement processes and procedures.
- Knowledge of general accounting, auditing and reporting principles and practices.
- Knowledge of generally accepted accounting practices for governments (GASB).
- Knowledge of the financial reporting requirements of the State and Federal programs that SRPMIC is involved.
- Skill in establishing and maintaining effective working relationships at any level of the organization as well as with external contacts.
- Skill in reviewing and evaluating a variety of financial records.
- Skill in understanding and applying complex rules, regulations, procedures, and guidelines.
- Skill in preparing a variety of financial records and reports.
- Ability to communicate effectively both verbally and in writing.
- Ability to prepare and maintain accurate and timely financial transaction records.
- Ability to utilize the personal computer and related software including, but not limited to MS Excel, MS Word, and MS Access, to fulfill job requirements.
- Ability to lift and carry up to 45 lbs.
Minimum Qualifications
- Education & Experience: Bachelor's degree from an accredited university in Accounting, Business Administration or closely related field and experience equivalent to three (3) years of full-time professional level accounting work. In lieu of the Bachelor's degree, candidates with an Associate's degree from an accredited college/university in Accounting, Business Administration or closely related area and experience equivalent to five (5) years full-time professional level accounting work will be acceptable.
- Experience using Oracle PeopleSoft Financialsoftware, especially the General Ledger, Asset Management and related modules is preferred.
- Experience with fixed assets accounting and management is preferred.
- Intermediate to advanced Excel skill is preferred.
- Equivalency: Any equivalent combination of education and experience that will allow the applicant to satisfactorily perform the duties of the job may be considered.
