Job Description:

The Capital Programs Management Group (CPMG), under Facilities Development and Management (FDM), seeks an Assistant Director to lead ASU's Project Turnover and Building Performance Program. Reporting to the Director of CPMG, this position is responsible for establishing and managing the processes, standards, and personnel that ensure successful project turnover from construction to operations.


The Assistant Director provides leadership and oversight for commissioning, quality assurance, and quality control (QA/QC), project closeout, warranty management, turnover readiness, and LEED certification activities across ASU's capital construction portfolio. This position serves as the primary liaison between Capital Programs and Facilities Management Operations to ensure that new and renovated facilities are delivered in accordance with project requirements, operational expectations, sustainability goals, and university standards.


Essential Duties

Leadership & Program Management

·      Provide leadership, supervision, mentorship, and performance management for the Project Turnover Team.

·      Develop strategic goals, performance metrics, dashboards, and reporting tools to evaluate turnover readiness and project performance.

 

Commissioning Oversight

·      Manage commissioning consultants and review commissioning plans, reports, testing procedures, and final documentation.

·      Ensure building systems are properly tested, validated, and functioning in accordance with project requirements prior to occupancy.

 

Project Turnover & Closeout

·      Develop turnover readiness criteria and monitor compliance.

·      Identify and resolve turnover-related risks that could impact occupancy or operational readiness.


Salary Range:

$100,000 to $110,000 per year, commensurate experience and education. ASU offers a comprehensive benefits package with the State of Arizona.

 

Desired Qualifications

·      Bachelor's degree in Construction Management, Engineering, Architecture, Facilities Management, Building Sciences, Business or a related field AND six (6) years of related professional experience, including three (3) years of supervisory or management experience; OR, ten (10) years of related professional experience, including three (3) years of supervisory or management experience; OR, any equivalent combination of education and experience from which comparable knowledge, skills, and abilities have been achieved.


Experience:

·      Managing commissioning, building systems startup, testing, and turnover activities.

·      Experience with OPR development, Division 25, building analytics, monitoring-based commissioning, fault detection and diagnostics, asset information management, operational readiness, and advanced technical facilities such as laboratories, research facilities, healthcare, and mission critical environments.

·      Overseeing construction quality assurance and quality control programs.

·      Administering warranty programs for institutional or higher education facilities.

·      Coordinating project closeout and turnover processes.

·      Managing LEED certification or sustainability initiatives.

·      Working within higher education, healthcare, research, laboratory, or institutional environments.

·      Supervising technical and professional staff.

·      Collaborating with facilities operations and maintenance organizations.

·      Managing multiple projects simultaneously while maintaining quality and schedule objectives.

 

Knowledge Of:

·      Building commissioning processes and best practices.

·      ASHRAE Guideline 0, ASHRAE Standard 202, Integrated Systems Testing, Building Automation Systems, Division 25 Integrated Automation, Ongoing Commissioning, Monitoring-Based Commissioning, and Building Performance Optimization.

·      Construction quality assurance and quality control methodologies.

·      Mechanical, electrical, plumbing, fire protection, and building automation systems.

·      Construction contract administration and project delivery methods.

·      LEED certification requirements and sustainable building practices.

·      Building turnover, closeout documentation, and asset management processes.

·      Applicable building codes, safety regulations, and industry standards.

·      Construction management software and document management systems.
