Public Works, Building Division
The City of Aurora Building Division is a division of the Public Works Department and has three primary areas: the Permit Center, Building Plan Review and Building Inspections. Our staff is dedicated to providing our customers with exceptional customer service. Our goal is to ensure safe buildings and properties for our citizens through a collaborative working relationship with our construction partners.

The Building Plan Review Supervisor is responsible for the selection, supervision, and evaluation of the activities of Building Plan Reviewers/Sr. Permit Technicians. The selected candidate will assign work, ensure appropriate training is provided, implement policies and procedures, and recommend strategic modifications for continuous improvements for customer service and staff development. They will assist with the technical development of regulations such as land use, building, zoning, and fire life safety projects for city code compliance. They must demonstrate the ability to lead a team, motivate, mentor, coach staff, and interact one-on-one with leadership, including elected officials.

PRIMARY DUTIES & RESPONSIBILITIES

  • Supervises plan reviewers who conduct multi-discipline plan review tasks on more technically complex projects
  • Coordinates & conducts meetings with staff to ensure consistency with plan reviews
  • Makes recommendations and/or carries out the selecting, hiring, training, evaluating, and disciplining of employees
  • Responds to questions regarding building and city code requirements/ordinances, building permit applications and procedures
  • Evaluates and manages, plan review workload, business license reviews, and special projects of plan examiners
  • Researches and responds to requests for modifications
  • Conducts employee evaluations, plan review quality control, and spot checks
  • Represents the Building Division at scheduled pre-application meetings with private developers
  • Attends pre-submittal and pre-construction meetings with applicants, contractors, and owners to provide technical assistance for their projects
  • Works collaboratively with other City departments to ensure proper procedures have been followed
  • Assist with potential building code adoptions
  • Perform other related duties as required
MINIMUM QUALIFICATIONS

Education:

  • Associates Degree, or two years of college-level course work, in engineering, architecture or a directly related field

Experience:
  • At least four (4) years of progressively responsible experience in plans review or building inspections
  • At least three (3) years of supervisory or lead work experience preferred

Knowledge:
  • Principles and techniques of effective supervision, including training and evaluation processes
  • Practices and principles of effective business communication
  • Knowledge of personal computers with related software applications with a windows operating system
  • Knowledge and application of construction materials, municipal and building codes, and procedures

Abilities:
  • Plan, direct, and coordinate assigned staff
  • Read and comprehend construction plans
  • Understand intent of the building codes
  • Excellent leadership, consulting and interpersonal skills
  • Supervise, train and evaluate employees for efficient and effective delivery of services
  • Communicate clearly and concisely, both verbally and in writing
  • Handle multiple tasks and projects, set appropriate priorities, and meet deadlines
  • Develop and maintain a collaborative and respectful working relationship with customers, staff and other city departments
  • Handle stressful situations with tact and diplomacy while maintaining a high level of customer service

Skills:
  • Skill in the operation of a computer system with related software
  • Efficiently and accurately key information using a keyboard and skill in performing data entry

Licenses and/or Certificates:
  • ICC Certification in at least three of the following disciplines:
    • ICC Plans Examiner
    • ICC Fire Code and State Fire Suppression Systems Inspector
    • ICC Plumbing Plan Review
    • ICC Mechanical Plan Review
    • Colorado Journeyman Electrician's License
    • ICC Electrical Plans Examiner
  • ICC Commercial inspector certifications may be considered
WORKING CONDITIONS

Physical Demands:

  • Primarily sedentary physical work requiring the ability to lift a maximum of 25 pounds
  • Occasional lifting, carrying, walking and frequent standing at the counter
  • Frequent hand/eye coordination to operate a computer keyboard, mouse and general office equipment
  • Vision to read and interpret construction plans, reports, documents, and other written material
  • Frequent speech communication and hearing to maintain communication with employees and citizens

Work Environment:
  • Works primarily in a clean, comfortable environment

Equipment Used:
  • Uses standard office equipment including a personal computer, calculator, architectural and engineering scales, fax/copy machines, multi-line telephones, and code books
  • This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment

Essential Personnel: When a local announcement of emergency or disaster is declared by the City, all City of Aurora employees may be required to work as essential personnel.
