Overall Job Objective

Position Overview

The Business Systems Analyst acts as a liaison between management, users and technical professionals.  The Business Analyst position provides functional analysis of judicial and business processes used to conduct operations and is responsible for the identification, development and recommendation of business process changes and improvements.
 

Position Qualifications

Minimum education and/or experience:
Bachelor's degree in Computer Science or technology related field and one (1) year of professional business systems analysis or computer data entry experience involving preparation and processing of records.  A combination of post-secondary education and professional job-related experience may substitute for the minimum requirements on a year for year basis.

Knowledge, skills, and abilities:
 
Knowledge of:

  • Court case management systems or similar systems.
Skill in:
  • Creating business process documentation of business processes to communicate process improvement opportunities.
  • Manipulating software to design and create documents.
  • Writing business communications.
  • Creating technical software requirements design documents.
Ability to:
  • Create business process documentation to communicate process improvement opportunities.
  • Communicate information and ideas, both verbally and in writing in a way that is appropriate to the needs of the audience.
  • Relate on the appropriate level to business staff, technical staff, and end users.
 
Preferred education and/or experience:
Experience working with a criminal justice case management system.
  Essential Job Tasks

  • Coordinates, meets and collaborates with management and system users to understand and evaluate judicial or business processes, gather requirements for functionality and analyze the impact of changes.
  • Independently conducts judicial or business process analysis and needs assessments and provides corresponding recommendations for process and/or system changes.
  • Troubleshoots problems as liaison with other departments, divisions, and organizations and recommends solutions.
  • Analyzes the feasibility of, and develops requirements for new systems or enhancements to existing systems to ensure the system design fits the needs of the users.
  • Works closely with programming and systems employee groups to develop, test, and implement solutions or system modifications as needed.
  • Gathers and formats information to create reports for management.
  • Uses and specifies tools to create project diagrams, flowcharts and written specifications.
  • Participates in or provides end-user training, interpreting and translating functional technical terms to make them understandable to the end-user.
  • May provide technical assistance to system users.
  • Write user stories with guidance from subject matter experts and developers.
  • Create and maintain documentation for projects.
Selection Procedure

The hiring authority will select the successful candidate based on departmental needs.

Typically, successful candidates are hired at a salary rate up to midpoint of the range, based on applicable experience, internal equity and budgetary allowances.
 
All Judicial Branch offers of employment and continued employment are contingent upon passing a thorough background/fingerprint check.  Applicants must completely and fully answer any questions regarding felony and misdemeanor convictions including any convictions that have been expunged or set aside. Failure to include criminal history information is grounds for termination of an offer and employment. A conviction may not automatically disqualify an applicant.
 
Judicial Branch facilities are located throughout Maricopa County.  This position may be reassigned to other locations.  Assignments will be made based upon the needs of the department.
