Job Description

Job Title: Chancellor - Chief Operating Officer Status: Full time

Department/Location: Diocese of Tucson Bishop Kicanas Pastoral Center / Tucson, AZ
Primary Function:
The Chancellor - Chief Operating Officer (CCOO) supports the Diocese of Tucson in its mission of encountering the living Christ and shall be a minister of the Gospel and Catholic Teaching behaviorally while at work and in his/her personal life, "Live in a manner worthy of the call you have received." (Eph. 4:1)
The CCOO coordinates the internal operations and administrative affairs of the Diocese, implements directives of the Moderator of the Curia and Bishop, ensures that the members of the curia properly fulfill the office entrusted to them and nurtures positive relationships with staff. The CCOO works on various projects as requested by the Moderator of the Curia and Bishop.
Under the direction of the Bishop as established by universal canon law (c.482.1) the CCOO is responsible for gathering, arranging, and safeguarding the deeds, proceedings, and records of the diocese and the verification of the signature of the Bishop. The CCOO is also the diocesan notary and oversees the diocesan seal.
It is the responsibility of the CCOO to oversee the archives and to direct the archivist in the safeguarding of all documents for the diocese, parishes, schools, and administrative offices in accordance with the retention schedule defined by canon law.

Essential Duties and Responsibilities:
  • Recognize and support the unique Catholic Mission of the Diocese by speaking, acting, and instructing consistent with the teachings of the Roman Catholic Church. The employee may not espouse, in word or deed, any doctrine inconsistent with the teachings of the Roman Catholic Church.
  • Give evidence of living Gospel values by being an active member of a faith community and being open to the importance of a personal faith journey; strive to model the teaching of Jesus by attitude and example.
  • Develop, coordinate, facilitate, manage, advise, council, with effectiveness, timeliness, accuracy, and attention to detail, the administration of the Chancery based on the direction of the Bishop.
  • Promotes collaboration and assists with coordination of relationships amongst Diocesan departments and directors of the offices of the Chancery within the framework of Catholic Doctrine and Catholic Principles to facilitate the smooth functioning of the Diocesan Pastoral Center.
  • Overseeing and promoting internal communication between all offices and employees of the Chancery.
  • Directly supervises and evaluates the performance of the Chancery directors, in accordance with applicable employment-related laws and diocesan personnel policies practices and procedures.
  • Sets the agenda and chairs the Chancery director meetings and all staff meetings in collaboration with the Moderator of the Curia and Bishop.
  • Manages the development process for Diocesan policies, guidelines, and procedures.
  • Aids the Bishop/Moderator of the Curia in the performance of their offices by assisting in the development of pastoral plans, the setting of policies and the development of priorities for the future of the diocese.
  • Oversees research for the future pastoral planning of the diocese.
  • Works with parishes, schools, offices, departments, and agencies to determine the future needs of the diocese and is responsible for recommending the priorities for pastoral planning and growth of various entities within the diocese.
  • Work with the CFO on the development of the annual budget.
  • Advise the Bishop on placement and assignment of priests, deacons, religious and others; prepare and ensure that appointment faculty letters are sent and that all appropriate offices are notified of the changes.
  • Oversee all Diocese of Tucson records including personnel records of Priests and Religious.
  • Coordinate yearly pastoral reports from parishes; compile information for publication of the diocesan directory; compile information for the National Catholic Directory; prepare annual reports to the USCCB/NCCCB in Washington and to Rome. Develop the Diocesan Quinquennial Report to Rome.
  • Maintain an ongoing relationship with and monitor the health and welfare and well-being of priests, religious, deacons and others in the diocese; interact with families as required; ensure priests pensions are properly administered.
  • Work with the Diocese of Tucson Office of Child, Adolescent and Adult Protection and provide support as necessary.
  • Represent the Bishop when asked, at Church-related and civic functions.
  • Serve on the various councils and boards as requested by the Moderator of the Curia and Bishop.
  • Maintain confidentiality on all diocesan matters including sensitive personnel and diocesan business information.
  • Perform other duties as assigned by the Moderator of the Curia and Bishop of the Diocese of Tucson.
Physical/Mental Requirements: Requires coordination and manual dexterity, normal mental and visual ability; ability to lift as required in a normal office environment.

Required Activities: Walking; sitting standing; stooping; reaching; talking; handling; hearing; carrying; and keyboarding.
Basic Qualifications:
  • A working knowledge of, and a strong commitment to the mission of fostering lay leadership in the Catholic Church; must also be a practicing Roman Catholic in full communion with the Church.
  • Excellent communications skills including written, verbal, public speaking, and presentation skills.
  • Excellent human relations and interpersonal skills; must be a self-starter and be well-organized; must be a team player.
  • Be able to travel and be available for evening and weekend work as necessary; have reliable transportation.
  • Be able to manage multiple tasks simultaneously.
  • Proficiency in the use of computer technology including word processing and the use of excel and related technology; ability to maintain confidentiality.
  • Flexibility in assessing needs and strategies and adapting appropriately in a ministerial environment.
  • The ability to successfully complete a criminal history and background check.
  • Professional bearing and clean and neat personal appearance.
Education and Experience:
  • Must have a minimum of a masters degree in ministry, business, public administration, human resources or related field.
  • Must have expertise in business or public administration and have a minimum of five years of management experience.
  • Must have a minimum of two years of church management/leadership experience.
Other Skills and Abilities:
  • Previous experience in a Catholic Church environment is preferred.
  • Proficiency in Spanish is preferred.
