Definition
Under general direction from the Health & Human Services (HHS) Department Director, the Chief Behavioral Health Officer (CBHO) provides senior level leadership and management of the Behavioral Health service line including operational and administrative functions and staff focused primarily on advanced, high-level and strategic department planning programs, processes and procedures along with operational effectiveness and a coordinated approach to service delivery. The CBHO assumes a leadership role for the behavioral health service line that includes both strategic and tactical thinking and decision-making. A thorough understanding of the program objectives and implementation, funding sources, personnel and staffing issues plus overall Department strategies are critical. This job class is treated as FLSA Exempt.

Examples of Tasks
1. Leadership & Strategic Planning: Provides executive leadership over the behavioral health service line including but not limited to outpatient mental health services, day treatment, integrated care model using behavioral health consultants, substance use services, withdraw management, school-based therapy services, residential substance abuse treatment and case management. Ultimately, determining how current and future programs can be best utilized for the health and welfare benefit of the Community. Includes operational and strategic leadership of the JTR facility
2. Supervision and Mentorship : Acts as a role model and provides supervision for the behavioral health service line.
3. Improvement: Monitor quality and production standards through the interpretation of data and metrics.
4. Fiscal Responsibilities : Plans, oversees, and collaborates on the planning for new and existing program budgets and oversees and collaborates the efforts to obtain new funding and assure the continuation of on-going funding.
5. Reporting & Policy Development :
6. Miscellaneous : Performs other job related duties as assigned by the HHS Director to maintain and enhance Department operation and efficiency.
Knowledge, Skills, Abilities and Other Characteristics :
Minimum Qualifications
Education: A Master's degree from an accredited college or university in Behavioral Health, Social Work, Health Administration, Business Administration or a closely related field required.
Experience: Ten (10) years full-time professional level experience in Behavioral Health with at least seven (7) years serving in an upper-level administrative and/or executive capacity within the behavioral health field.
Licensure:An independent license (LPC, LMFT, LSCW or LISAC) from the AZ Board of Behavioral Health Examiners is preferred.
Equivalency: Any equivalent combination of education and/or experience that would allow the candidate to satisfactorily perform the duties of this position, will be considered.
Underfill Eligibility: An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill.

- Provide day-to-day leadership within the organization, including guidance, direction and authorization to achieve the clinical and financial goals and objectives of the organization;
- Helps evaluate and improve the effectiveness of Behavioral Health Best Business Practices and service delivery utilizing industry benchmarks and productivity standards;
- Responsible for business development and acts in partnership with the HHS Director for the development and implementation of strategic plans.
- Coordinate design, development and implementation of a strategic plan that focuses on clinical excellence, financial performance, and market and business development in conjunction with operational support of the Lead Psychiatrist and Clinical Director;
- Create and maintain proper operational controls, administrative and reporting procedures and systems to meet and exceed the clinical and financial goals of the organization included in the strategic plan;
- Review the current business model and developing strategies for the expansion of operations and services;
- Assesses the need for additional services, program expansion and contractual relationships and develops business case for the development of same in collaboration with other members of the leadership team.
- Cultivates professional development plans with staff that best contributes to the professional development of the staff member and the needs of the organization;
- Cultivate positive relationships with and maintain an environment of collaboration and cooperation at all levels of the organization, including the medical and ancillary staff and the executive team;
- Motivate, lead, and mentor a high performance team; attract, recruit and retain required staff with strong emphasis on employee engagement;
- Provide leadership in developing and optimizing clinical models of care, including but not limited to systems of care that support integration of physical and behavioral health services;
- Provide overall strategic direction and oversight of local, regional and statewide behavioral health policy and programs to contribute to the development, implementation and evaluation of the clinical and cost-effectiveness of behavioral health services;
- Participate in or lead relevant committee and staff meetings producing appropriate documentation and carrying out follow-up as needed to ensure business objectives are met;
- Mentors the behavioral health staff so they attain the technical and customer service skills along with experience necessary to perform independently and attain further career progression goals;
- Positively and professionally represent the Behavioral Health Services with internal and external customers, other shareholders, and the public to include effective measures that raise community awareness of services offered by the program;

- Assists with the routine supervision, workflow and training of the behavioral health service line leadership. Evaluates leadership performance in conjunction with the HHS Director and prepares EPARs as assigned that are reviewed and approved by the HHS Director;
- Establishes, implements and improves staff performance standards for the service line, thereby providing a uniform set of guidance standards and development processes;
- Assist in the development, training, implementation and monitoring of clinical policies, procedures, and program measures to ensure the delivery of high quality services in compliance with agency and contract requirements and standards; promote and utilize evidenced-based practices;
- Coordinates staff disciplinary actions and measures in accordance with Tribal Government policies, practices and procedures when necessary;
- Oversees the performance- and competency-based standards for all clinical programs.
3. Improvement: Monitor quality and production standards through the interpretation of data and metrics.
- Assures that appropriate protocols for continuous improvement are established in mental health and addiction services and monitors ongoing compliance with quality assurance standards for mental health and substance use outpatient care;
- Ensures the development, coordination, evaluation and quality outcomes of the Behavioral Health service line in accordance with the organization's policies and applicable standards and laws;
- Provide timely, accurate and complete reports on the operations of the Services, including, but not limited to, measures and effectiveness of achieving operational performance as defined in the strategic plan;
- Ensure continuous quality improvement of programs and services. Evaluate program quality and effectiveness, identify need areas, develop and monitor improvement strategies on an on-going basis.
4. Fiscal Responsibilities : Plans, oversees, and collaborates on the planning for new and existing program budgets and oversees and collaborates the efforts to obtain new funding and assure the continuation of on-going funding.
- Responsible for the fiscal management of behavioral health service line including: responsibility for creating, implementing, maintaining, and evaluating budgets in all operational departments, and analyzing budget variances with departments, and develop explanation and /or correction action plans required; responsibility to establish and monitor internal controls to safeguard physical, financial, and human resources.
- Coordinates the annual HHS budget process with the HHS Director for presentation to Administration and the Community Council.
- Works collaboratively with the Chief Operational Officer on developing productivity targets for the service line to ensure fiscal solvency.
- Works collaboratively with the Chief Financial Officer on fiscal budgeting, revenue and cost projections.
- Oversee the adequacy and soundness of the services' financial performance, including reviews of operating results, comparing them to established objectives and take steps to ensure appropriate planning is taken to address variances;
- Carries out signature authority duties for purchases as authorized and as permitted by SRPMIC financial guidelines.
5. Reporting & Policy Development :
- Prepares periodic productivity and program reports to Administration and the Community Council as reviewed and directed by the HHS Director.
- Creates, implements, enforces and improves overall department policies, practices and procedures.
- Helps develop, implement and improve behavioral health service line Standard Operating Procedures (SOPs).
6. Miscellaneous : Performs other job related duties as assigned by the HHS Director to maintain and enhance Department operation and efficiency.
Knowledge, Skills, Abilities and Other Characteristics :
- Knowledge of the history, culture, laws, rules, customs and traditions of the SRPMIC.
- Knowledge of health and human services programs including health care, social services and behavioral health.
- Knowledge of program and project planning,design, evaluation and improvement.
- Knowledge of medical and public health resources (state and federal) available to SRPMIC.
- Knowledge of policies, practices, procedures, rules, guidelines (State and Federal) and best practices for HHS programs.
- Knowledge of such principal documents as: BIA Self-Governance Manual, SRPMIC Policies, HHS Procedural Guidelines, IHS Manuals and the Federal Register.
- Knowledge of HHS related information systems (ex: MAISE).
- Knowledge of policies and practices for safeguarding confidential information.
- Skill with public relations and contract negotiations.
- Skill making formal presentations and developing appropriate media materials.
- Skill developing program design, development, management, budgets and writing grant requests.
- Skill establishing and maintaining effective working relationships with the Community Council, Administration, clients, supervisors, co-workers and representatives of resource agencies.
- Skill evaluating customer needs and utilizing/developing program and SRPMIC resources.
- Skill dealing with sensitive personnel issues and maintaining professional and confidential relationships.
- Skill using personal computers and related software to fulfill job requirementsincluding MS Office.
- Ability to provide and balance both strategic and tactical program and project planning and implementation.
- Ability to provide effective leadership, supervision and mentoring skills to assigned staff.
- Ability to effectively and fairly apply the Employee Performance Appraisal Report (EPAR) policies.
- Ability to supervise compilation of RFP's, budgets, grant requests and contracts.
- Ability to prepare budgets, monitor expenditures, provide quarterly reports and review contracts.
- Ability to develop and present training programs for Division Directors and Managers.
- Ability to perform complex departmental strategic and tactical planning.
