Definition

Definition : Under general supervision of the Professional Service Division Sergeant, the Community Outreach Specialist is responsible for creating, implementing and maintaining content development for Salt River Police Department media platforms. This role is responsible for research, planning, and monitoring to increase brand awareness, improve marketing efforts and promote the distribution of relevant information to the public. Maintains functional and appealing interactive applications for new digital technologies and visual design. Filming, photography, graphic design, video editing and creativity of digital content is key in this role. Facilitating the interacting and engagement of the Community through technology, events, special projects, meetings and presentations is also essential. This job class is treated as FLSA Non-Exempt and considered a DRIVING position.

Examples of Tasks

1. Social Media: Collaborates with key personnel in the Department while providing creative oversight, will research, verify, and may include interviewing various department representatives and the community for content to post on various media platforms and sites.
  • Develop, manage and oversee social media content, digital photography, graphics and texts.
  • Use of social media marketing tools, such as Facebook, Facebook Live, Instagram, YouTube and other media tools.
  • Writes high quality content including captions, creative messaging, interactive messaging and short stories following social media standards.
  • Researches content for accuracy and relevance.
  • Develop and design graphics for message postings.
  • Edits and formats graphic modifications and response to postings when launched.
  • Develop message content through digital video equipment and software.
  • Writes scripts, produces and edits video content messaging.
  • Create flyers, brochures and various other marketing material
  • Evaluates the effectiveness of material through data analysis


2. Communications: Works with all stakeholders to ensure their mode of communication is accurate and represents the desired message or information to be relayed to the public and the community.
  • Writes, develops and edits various forms of communication including social media, multimedia, advertisements, newsletters, press releases and websites.
  • May initiate communication meetings to gain accurate details that may affect the information shared.
  • Builds audiences through social media for business use and communication strategies.
  • Promote community engagement and brand awareness.

  • Works with Divisions to schedule postings of events, activities and notifications.

  • Deliver real-time messaging and provides updates on social media on notices and announcements including emergency notifications, incidents, traffic, road closure, construction, Community events and activities.

3. Administration: Works to ensure all processes are following regarding the posting of Department activities and events.
  • Collects data through analytics and statistics on social media platforms for reporting.
  • Plans, schedules, monitors and maintains the social media platforms.
  • Monitor trends in social media best practices, tools, applications, creative management and technologies.
  • Review and approve content on a daily basis.
  • Develop photo storyboards and galleries.

  • Schedule and attend meetings with Division representatives to gather information to share via social media.


4. Technology and Special Projects:
  • Use of high level devices for digital video and digital photography.
  • Use of editing software and programs for videos, photos, and other media.
  • Research opportunities for new social marketing platforms.
  • Develop and deliver social media optimization (SMO).
  • Basic website maintenance of content creation and maintenance
  • Understands current technological trends
  • Creation of recruiting and retention material
  • Assist in coordination of special events


5. Miscellaneous : Performs other job related duties as assigned

6. Maintains strict confidence and security of all data, financial accounts, information, intelligence, metrics, audio, video, computer analytics and meta data, police reports, supplements and associated case files, physical evidence, photographs, statistics and any other materials that are confidential and sensitive to all cases, investigations, personnel records and the operations or property of the SRPD and SRPMIC.

Knowledge, Skills, Abilities and Other Characteristics:
  • Knowledge of the history, culture, laws, customs and traditions of the SRPMIC.
  • Knowledge of Design, Photography, Videography, Creativity and Positioning.
  • Knowledge and proficient in social media platforms and their respective participants (Facebook, YouTube, Twitter, Instagram, Vimeo, etc.) and the deployment of the applications.
  • Knowledge of Photoshop, Final Cut Pro, Premiere Pro, Canva or other media editing software
  • Knowledge of MS Word, MS Excel and other Microsoft office software programs.
  • Knowledge of PC or Mac OS proficiency required.
  • Knowledge of the English language and rules of grammar.
  • Knowledge of various writing styles such as Associated Press, APA, etc.
  • Knowledge of public information/relations principles and practices.
  • Knowledge of website advertising sales best practices.
  • Knowledge of content marketing/online marketing strategies, trends, tools, and channels.
  • Knowledge of interactive media, tools and technologies.


  • Skill establishing effective working relationships with Community Members, Tribal Government departments and programs, Tribal Council, and the general public.
  • Skill writing content for short stories, scripts, photo captions, headings, news stories, feature stories, scripts and other public relations information and materials.
  • Skill with both verbal and written communication.
  • Skill in project management and organization.
  • Skill managing social media platforms, leveraging analytics tools and writing/editing content.

  • Ability to cover and write spot news stories that develop on a daily basis.
  • Ability to write and rephrase content deliverables.
  • Ability to proofread accurately, edit clear and impactful copy.
  • Ability to develop and maintain positive and effective working relationships with all levels of the Tribal government, Community and outside entities.
  • Ability to develop creative content.
  • Ability to write accurate news copy under pressure and consistently meet normal deadline requirements.
  • Ability to multi-task in a high demand work environment.
  • Ability to work independently and remain self-motivated.
  • Ability to lift and carry 50 lbs.
  • Ability to work with digital file formats including .tiff, .gif, .jpeg, .eps, pdf, mp4 and mov.
  • Ability to complete projects on deadline.
  • Ability to work a flexible schedule possibly working evenings and weekends to attend events


Minimum Qualifications

  • Education: Graduation from high school or GED equivalent is required.

  • An Associate's degree or higher in journalism, communications, marketing or a closely related field
  • 2 years' work experience or A Bachelor's degree from an accredited college or university in public relations, communications marketing, advertising or a closely related field is preferred.


  • Experience: Three (3) years' experience in digital media marketing, audio video technology, public relations or news media work environment required.

  • The following experience is required :

  • Design, Photography, Videography, Creativity and Positioning

  • Writing and grammar essential
  • Previous creation, posting and digital media management for an organization
  • Research, collecting data, and reporting of digital communications
  • Adobe Photoshop Skills or closely related software
  • Digital photography
  • Digital videography - use of a drone and video recording device with a gimbal.


    • Equivalency: Any equivalent combination of education and/or experience that would allow the candidate to satisfactorily perform the duties of this position, will be considered.


    • Underfill Eligibility: An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill.


    Special Requirements

    • Will be required to work outside normal business hours including nights, weekends and holidays.
    • Some travel may be required.
    • Must possess and maintain a Valid Arizona Driver License.
