DISTINGUISHING FEATURES OF THE CLASS:
The Contracts and Grants Specialist performs a variety of tasks relating to implementation and compliance
requirements of various contracts and grants received by the Gila River Indian Community (GRIC). This position
is responsible for reviewing and coordinating grant administration activity by working closely with the various
programs and departments within the Community.

ESSENTIAL FUNCTIONS:


- Provide review of and coordination with contracts and grants administered by GRIC to assure conformance
with pre-established criteria, direction, and regulations.
0 Perform daily routine and detailed work involved in monitoring contract/ grant ?lnctions and activity.
0 Resolve various procedural and operational problems relating to contract/ grant activity by working with
programs and departments to facilitate solutions based on pre-established criteria and direction.
0 Gather and analyze facts directly affecting the Community's administration of approved Tribal contracts
and/or grants.
0 Develop individual self-development plan to include contract administration, federal contract law, contract
closeout, types of contracts, cost and price analysis, which will reinforce expertise and services.
0 Maintain accurate, secure and con?dential recordkeeping system(s) to include all documents relating to
contracts and grants.
0 Perform other related duties as assigned.REQUIRED KNOWLEDGE, SKILL AND ABILITY:I Knowledge and skill to provide contract assistance to Tribal Programs under the Indian Self-Determination
and Educational Assistance Act Public law (93-638).I Knowledge and skill of governmental accounting methods, research methods, techniques and report
presentation.I Knowledge and skill in fact-?nding, analyzing, problem-solving, writing, and interpreting regulations and
policies.I Knowledge of principles and practices of public administration, particularly of Tribal Governments.I Possess strong collaborative interpersonal skills.I Ability to apply accounting methods and principles monitoring control records and ?nancial reports.I Ability to conduct original research and make sound administrative analysis and recommendations.I Ability to express ideas effectively, orally and in writing.I Ability to observe the con?dential nature of activities of the department.I Ability to establish and maintain effective working relationships with other employees, Community Of?cials
and the general public.I Ability to perform all physical requirements of the position; agree to maintain a Drug-free workplace.REQUIRED EDUCATION/EXPERIENCE:

- Bachelor degree from an accredited college or university in Contract Administration, Public/Business
Administration, or closely related ?eld and a minimum of three (3) years experience in govemment
experience in service contract monitoring or management; or0 Associate degree from an accredited college or university in Contract, Public/Business Administration, or
closely related ?eld and a minimum of ?ve (5) years experience in service contract monitoring or
management.

- Masters degree from an accredited college or university in Contract Administration, Public Policy or
Business Administration preferred.

ADDITIONAL REQUIREMENT:


- Tribal Driving Permit can be required.
