Definition
Definition: Under general supervision of the HHS Chief Operations Officer, provides administrative support, all new and currents contracts and the preparation of contract documents, including and assistance with grant project management. The Contract Manager must be knowledgeable regarding the laws and regulations surrounding each particular contract, obligations and stipulations.This job class is treated as FLSA Exempt.

Examples of Tasks
1. Contract drafting, evaluation, negotiation and execution:
- Oversee contracts from drafting to execution
- Create, evaluate, negotiate and execute a wide variety of different contracts covering a range of technical industries and several areas of legal compliance.
- Research of applicable clauses and contract terms based on scope of work
- Gathering and analyzes of statues, decisions and legal articles, codes, documents and other data
- Analyzes contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, Community policies and Community unit procedures.
- Ensures contract review, approval and execution in accordance with Community guidelines
- Prepares and administers routine correspondence, negotiation and contract documentation to ensure timely and coordinated submittals.
- Works collaboratively with the organization's Office of General Counsel and vendor attorneys on contract language and vendor negotiations.
2. Vendor Management
- Create and maintain relationships with suppliers and serve as the singular point of contact for matters concerning contracts.
- Communicate and present information to stakeholders about all contract-related matters.
- Meeting with clients, attorneys and other professionals to review contract details.
3. Contract Management:
- Reviews and manages software support and service level agreements to ensure that systems are covered by adequate vendor support.
- Solve any contract-related problems that may arise with other parties and internally.
- Prepare legal correspondence and other document for internal review or for external attorney review.
- Timely review and approvals.
- Streamline communication and monitor over all contract and grants process.
4. Miscellaneous: Performs other job related duties as assigned by Executive Management team, or HHS Chief Operations Officer.
Knowledge, Skills, Abilities, and Other Characteristics :
- Knowledge of the history, culture, laws, rules, customs and traditions of the Salt River Pima-Maricopa Indian Community.
- Knowledge of the formats used for a variety of contracts and agreements.
- Knowledge of specific areas of law, such as contract law, and federal Indian Law.
- Knowledge of legal documents sufficient to generate drafts using appropriate computer software.
- Knowledge of contract management systems and software.
- Skill in establishing and maintaining effective working relationships with other office staff, the public, and the staff of professional healthcare settings.
- Skill in listening well and communicating effectively with Community members and employees.
- Skill in identifying and maintaining the confidentiality of sensitive and important information while using diplomacy and tact.
- Skill in operating a variety of standard office equipment which may include a photocopier, fax machine, typewriter, multi-line telephone, and a personal computer.
- Skill in using job related software, including legal databases and other law related internet sites.
- Skill in contract drafting and negotiation.
- Ability to understand and follow oral and written instructions, which may entail procedural or technical detail.
- Ability to adapt to changing work situations and assignments.
- Ability to prioritize and meet changing deadlines.
- Ability to use initiative and independent judgment, while at the same time recognizing when it is appropriate to refer matters to the supervisor's attention.
Minimum Qualifications
- Education & Experience: Requires a Bachelor's Degree, Business, or related discipline. Five (5) to seven (7) years' experience in contract management role.
- Master's degree preferred (MBA)
- Experience with healthcare and specialization with contract law.
- Experience in Contracts Administration preferred.
- Experience and understanding of Grant, State, and Federal practices.
- Equivalency:Any equivalent combination of education and/or experience that would allow the candidate to satisfactorily perform the duties of this position, will be considered.
- Underfill Eligibility:An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill.
