Job Description
Under the direction of the Tribal Administrator, the incumbent develops a cultural resource management and preservation outline of the Cocopah history and culture. The Cultural Resource Manager (with approval from the Tribal Council and Tribal Elders) mediates with local officials regarding the protection and Tribal access to the aboriginal lands and natural cultural resources of the Cocopah Tribe.
Essential Duties and Responsibilities:
- Responsible for developing a comprehensive program which outlines the Cocopah history and culture, which includes working with the tribal community to develop programs for cultural sustainability.
- Performs research and identifies: Traditional Cultural Places; Sacred Sites; Rock Art; Sleeping Circles; Camp Sites; Cultural elements of the built environment; landscapes that figure into the local community traditions; historical items; etc.
- Attends and/or facilitates meetings with local, state, and federal officials to support the enforcement of federal regulations regarding the stewardship and preservation of natural and cultural resources.
- Oversees the compilation of data and establishment of a data base.
- Attends meetings with Tribal Elders.
- Mediates between local government officials and Cocopah Tribal government.
- Travels to sites of cultural and historic significance to observe and research.
- Prepares and delivers oral and written reports to the Tribal Council, Tribal Elders, and Tribal Administrator on relevant project developments.
- Locates, maps, and photographs cultural and natural resources.
- Protects and preserves cultural resources in the field.
- Measure and survey landscape.
- Out of State training.
- Other duties as required.
Knowledge, Skills and Abilities
- Understanding of all state and federal regulations including, but not limited to, the National Historic Preservation Act (NHPA) to include Section 106; Native American Graves Protection and Repatriation Act (NAGPRA); Archaeological Resource Protection Act; the National Environmental Protection Act (NEPA) and the Religious Freedom Restoration Act.
- Strong oral and negotiating skills.
- Strong report writing skills.
- Must be computer literate with knowledge of data base development.
- Ability to perform library research.
- Ability to speak the Cocopah Language preferred.
- Knowledge of Tribal archives.
- Knowledge or ability to learn about the Cocopah history, culture, and language.
- Ability to fly in a helicopter or airplane; if needed.
- Ability to lift and carry heavy objects.
- Ability to hike and climb to remote outdoor locations. Overnight camping in remote areas a possibility.
Qualifications
- Must have a valid Arizona driver’s license.
- Must be able to meet car Rental requirements.
- Testing may be required.
- Must be able to pass DPS/FBI fingerprint background check.
Education and/or Experience
- Bachelors degree in related field.
- 2-year specialized work experience, 4- years in related field, management or director position
