Definition
Under general supervision by the Human Resources (HR) Department's Day Work Program Supervisor, assists with providing daily employment opportunities for qualified Community Member participants enrolled in the Day Work Program and other Community Jobs Programs. Interacts with Community Member participants and employers to maximize day work opportunities and helps coordinate outreach and program education to enhance day work services and job opportunities. Helps track all program participants and maintains participant records. Performs administrative, paraprofessional and clerical program recruitment, selection and compliance services in support of the program. This job class is treated as FLSA Non-Exempt and considered a DRIVING position.

Distinguishing Features: Works within established guidelines and procedures that require the application and interpretation of general personnel and job placement knowledge. Works with a limited degree of initiative and discretion in accordance with established policies, procedures and practices while under the direction of the Day Work Program Supervisor. Cycles of high volume work require the capacity to meet tight deadlines and handle multiple tasks simultaneously while providing outstanding customer service.
Examples of Tasks
1. Day Work Program Outreach : Assists with candidate and client company partnering efforts to fill positions in the Day Work Program.
2. Participants Intake & Placement : Maintains the program log that includes documentation of candidate qualifications, jobs, performance and other program metrics and statistics.
3. Administration, Records Management & Special Projects: Maintains the program documents for the Day Work Program and other Community Jobs programs through electronic logs. This includes external projects and businesses in order to document labor needs for existing projects and updates so information is kept current.
4. Miscellaneous : Performs other job-related duties as assigned by the Assistant HR Director or Day Work Program Supervisor to maintain and enhance the Division's services to the Community.
Knowledge, Skills, Abilities and Other Characteristics :
Minimum Qualifications
Education: Graduation from High School or a GED equivalent required.
Experience: One (1) year related experience in a job placement, educational or Human Resources field required.
Equivalency: Any equivalent combination of experience and education that will allow the applicant to satisfactorily perform the duties of the job may be considered when filing the position.
Underfill Eligibility: An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill

- Serves as one of the points of contact for client businesses when they notify HR of job orders, upcoming development projects or new businesses.
- Utilizes contact opportunities to notify companies of program requirements so they are aware of the Day Work Program policy and process compliance requirements.
- May be required to attend meetings to foster client business relationships and advocate for Community Member day work employment opportunities.
- Serves as one of the points of contact for candidates to discuss the Day Work process and vacancies.
- Communicates effectively via telephone, written communication and in person.
- Coordinates the program's bi-monthly orientation ensures participants have been notified in a timely manner.
- Assists Day Work Program Supervisor with regular responsibilities.
- Learns to conduct initial screening of applications, resumes and supplemental questionnaires for vacancies shared through Community Jobs in order to sort by qualifications.
- Supports the Community Jobs process by performing tasks such as arranging for interview sites, writing or phoning candidates to schedule interviews, taking into account where the candidate lives. Follows up with invited candidates who have not responded.
- Processes pre-employment information and documentation related to on-boarding for applicants including background checks, drug screens, and reference checks along with employment and education verifications.
- Partners with the Community Development Department (CDD) to ensure the most up-to-date client business information is recorded.
- Maintains communication with external businesses and companies to discuss Native American Preference as it applies to their lease and bid language.
2. Participants Intake & Placement : Maintains the program log that includes documentation of candidate qualifications, jobs, performance and other program metrics and statistics.
- Notifies participants of on-boarding process requirements including the need to submit an application outlining qualifications and also ensures individuals are eligible to participate.
- Works with support staff to ensure the overall on-boarding of Day Work participants is completed thoroughly and accurately.
- Oversees Day Work Program bi-monthly orientation including conducting the orientation overview. Ensures eligible candidates attend and complete the required paperwork.
- Coordinates the monthly drug screening process and ensures candidates follow appropriate protocols and that the program is administered appropriately and fairly.
- Tracks active participant's monthly status in the program that includes coordinating the individuals three month drug screen reviews.
- Reviews drug screening results and ensures participants are notified of eligibility.
- Finalizes process to determine who is eligible to participate and begin rotation in the Day Work Program.
- Works with participants on a regular daily basis to notify of job placement and coordinates necessary paperwork.
3. Administration, Records Management & Special Projects: Maintains the program documents for the Day Work Program and other Community Jobs programs through electronic logs. This includes external projects and businesses in order to document labor needs for existing projects and updates so information is kept current.
- Answers phone inquiries from program participants, client businesses, Community Members and the others about current or upcoming job postings and announcements.
- Enters applicant information into the application tracking database.
- Helps maintains the program file system for current and closed job postings.
- Creates mail merges, prints and copies for applicant mail outs and candidate letters.
- Supports the Day Work Program Supervisor and Day Work Specialist II by providing necessary administrative support along with any documents and reports so that they can efficiently support the goals for the Community Employment Division.
- Works with the Finance Department on a daily basis to ensure compensation for Day Work Program participants is processed according to instructions from the Day Work Program staff.
- Works to resolve any outstanding issues with departments regarding coordination and day assignments.
- Operates a variety of standard office equipment including photocopier, fax, personal computer and a variety of computer software such as MS Office.
- Creates, implements and maintains various computerized databases and files as needed.
- Formats and generates a variety of reports and documents as requested.
- Reflects upon work processes performed, asks and answers questions, brainstorms and suggests alternative processes in order to support document management projects.
- Adapts to change and encourages team members during times of transition.
4. Miscellaneous : Performs other job-related duties as assigned by the Assistant HR Director or Day Work Program Supervisor to maintain and enhance the Division's services to the Community.
Knowledge, Skills, Abilities and Other Characteristics :
- Knowledge of the history, culture, customs, traditions and laws of the Salt River Pima-Maricopa Indian Community.
- Knowledge of employment opportunities available within the SRPMIC area including types of work and locations of hiring entities including SRPMIC enterprises.
- Knowledge of principles related to job placement, employment outreach, employee selection and coaching techniques.
- Knowledge of personnel policies, procedures and standards followed in the SRPMIC along with the knowledge of the rights, responsibilities and benefits of SRPMIC employees.
- Knowledge of SRPMIC departments and their functions.
- Knowledge of applicable federal, state, local and SRPMIC Tribal employment laws.
- Skill establishing and maintaining effective working relationships with management and supervisory staff, program participants, employees, SRPMIC Community Members, Tribal Officials, hiring authorities and co-workers.
- Skill assessing and prioritizing individually assigned, requested and pending tasks in order to meet due dates and deadlines.
- Skill working as an effective work team member.
- Skill identifying and maintaining the confidentiality of sensitive and important information while using diplomacy and tact.
- Skill understanding and interpreting complex verbal and written regulations, guideline, policies and procedures.

Minimum Qualifications
Education: Graduation from High School or a GED equivalent required.

- Prior successful work experience in an employment or vocational training program is preferred.
- Prior successful work experience in the SRPMIC Tribal Government HR Community Employment Division is preferred.
- SRPMIC Community Member enrollment is preferred.
