Job Description

JOB SUMMARY:

Join the Office of Business Development at NORC to help grow the impact of one of the nations most respected research institutions. The Director of Enterprise Bids and Capture will work directly with NORC client-facing business units on our largest opportunities across the federal, state, non-profit, and commercial sectors. The successful candidate will engage in all elements of pre-proposal capture through proposals-coordinating the teams, sharing best practices and experience, assessing strategy, providing expert consultation, navigating internal and external processes, and thoroughly reviewing the proposals and other materials. This is a highly collaborative position that requires active relationship building and rapport across every NORC department, working side by side with capture and proposal teams.

Preferably applicants will be based in either our Chicago, IL or Bethesda, MD offices with a hybrid office/work from home schedule. We are also open to applicants working remotely.

DEPARTMENT: The Office of Business Development

The Office of Business Development (OBD) identifies and disseminates key information regarding prospective clients and business opportunities. OBD staff also support proposal preparation, maintain a proposal database, and coordinate proposal process improvements across NORC.

RESPONSIBILITIES:
  • Collaborate with business units across the organization to surface large cross-cutting opportunities that significantly expand the client work we do and create new offerings.
  • Develop and manage pre-proposal activities, working together with the capture team to execute strategy.
  • Work with business units to develop every aspect of proposals, including technical components and pricing.
  • Provide an expert review of capture plans, proposals, and grant applications.
  • Develop, share, and implement best practices in business development, pulling from personal experience and what has been successful within NORC.
  • Ensure all capture activities and proposals incorporate ideas and resources from across the enterprise.
  • Maintain an up-to-date record of our capture and proposal activities in our enterprise CRM tool.
  • Lead or contribute to other company initiatives that relate to business development and related innovation.
  • Attend industry events to engage with the marketplace.
  • Mentor staff within the corporate business development team and in the business units.
  • Lead special initiatives that relate to business development.
  • May have administrative supervisory responsibilities.
REQUIRED SKILLS:
  • At least 8 years of directly applicable work experience, with experience in both managing projects and procuring work.
  • Bachelors degree and relevant experience. Prefer Masters degree or doctorate in a relevant social science field.
  • Quantifiable, proven business development acumen and a record of procuring work from federal agencies (work with state/local agencies, foundations, and commercial entities is a plus).
  • Ability to work in a collaborative style, apply advanced problem-solving techniques to complex and unique situations, and think strategically and direct critical projects or strategic initiatives simultaneously.
  • Expertise preparing winning proposals and grant applications.
  • Expertise in federal procurement life cycles, including but not limited to pre-proposal activities, RFP assessment, proposal development, and post-submission follow-up with federal sponsors.
  • Expertise and experience with federal contract management and procurement-processes (e.g., RFPs, BPAs, IDIQs, and GSA Schedules) that are used by federal agencies in awarding contracts and grants.
  • Expertise in customer relationship management tools, such as Salesforce or Dynamics.
  • Expertise and experience in using tools such as GovWin to identify business opportunities and gather intelligence.
  • Strong written and verbal communication skills

SALARY AND BENEFITS:

The pay range for this position is $135,000 - $225,000.

This position is classified as regular. Regular staff are eligible for NORCs comprehensive benefits program. Benefits include, but are not limited to:
