Description of Job duties:

  • Acts as the primary point of contact for all staff on Human Resources issues.  Coordinates with International Headquarters (IHQ) on International Field Staff (IFS) related issues.
  • Leads a culture of learning; develops, markets, and manages learning initiatives including leadership, internship, and clinical attachment programs.
  • Leads performance management process; tracks/manages annual reviews and capacity building trainings for supervisors to ensure country-wide development plans are in place.
  • Supervises and guides Human Resources staff members on daily work priorities. Mentors and trains Human Resources staff to increase capacity.
  • Leads exit management procedures to ensure seamless transition for departing employees.  Analyzes turnover and exit interviews for trends and improvement activities.
  • Leads, promotes, and monitors staff care and wellbeing initiatives.
  • Manages all personnel administrative matters and provides quality and efficient service including, but not limited to, the development, refinement and implementation of policies and procedures.
  • Manages the process for national staff as it relates to; Compensation, Benefits, Time-off, Performance Management, Rewards & Recognition, Staff Care, Payroll, succession planning, Organizational Development, Training, Compliance and record keeping.   
  • Manages payroll system in partnership with the Finance Department.
  • Manages HR vendor relationships with agencies such as legal counsel, health insurance, training and other contracts as needed.
  • Establishes networks with relevant NGOs and ministries in the area of human resources.
  • Ensures all systems and procedures are consistent with Samaritan Purse’s Field Operating Guide (FOP) and the laws of South Sudan.
  • Defines and refines salary structure, and coordinates compensation reviews and adjustments.
  • Reviews and revises national staff policies.
  • Updates the Human Resources Manual, interprets and trains managers and staff on procedures, policies, and guidelines therein.
  • In conjunction with legal counsel as needed, provides guidance on Human Resources-related legal issues and represents the agency in regard to personnel issues.
  • Maintains awareness of current events and changes in statutes; responds as appropriate to the changing legal environment of South Sudan.
  • Fosters and promotes team harmony and effectiveness.

Job Requirements:

  • Maintains a personal relationship with Jesus Christ and a consistent witness for Jesus Christ.
  • Bachelor’s Degree (B.A.) from an accredited college or university in human resources management, communication, or related field and HR professional certification; AND ten (10) years related experience and/or training in HR Management; or equivalent combination of education and experience.  Master’s Degree preferred.
  • One year of college-level Biblical studies strongly preferred.
  • Computer proficiency, to include strong working knowledge of MicroSoft Word and MicroSoft Excel.
  • Knowledge of South Sudan and/or Sudan labor laws is highly preferred.
  • Excellent skills in problem solving and conflict resolution, crisis management and training facilitation.
  • Ability to work well within a team and build positive team spirit.
  • Proven top-performer with demonstrated history as a self-starter.
  • Ability to pay attention to detail and work under pressure in a cross-cultural environment.
  • Experience working in a multi-cultural environment.
  • Ability to plan, organize, manage time, and meet deadlines in an ever changing environment.

24-month contract with the potential for renewal.

This is an unaccompanied position.
