Definition

Under general supervision of the Superintendent, the Elementary Principal serves as the instructional leader of the elementary school, responsible for implementing and managing the policies, regulations, and procedures of the Education Board to ensure that all students are supervised in a safe student-centered learning environment that meets and exceeds the Bureau of Indian Education (BIE) Common Core Standards and,, follows the approved curricula and directives of the Education Division. Achieving academic excellence requires that the Elementary Principal work collaboratively to lead and nurture all members of the school staff and to communicate effectively with parents, members of the Community, Education Division staff, colleagues in other districts and schools, and SRPMIC Government. Inherent in the position are the responsibilities for managing and evaluating personnel management, fiscal management, emergency procedures, maximizing use of resources, recruiting and retaining staff, and facilities operations.

Essential Components of the Job
  • Establish and promote high standards and expectations for all students and staff for academic performance and responsibility for behavior.
  • Manage, evaluate and supervise effective and clear procedures for the operation and functioning of the school consistent with the philosophy, mission, values and goals of the "district" including instructional programs, extra-curricular activities, and student discipline systems to ensure a safe and orderly climate, program evaluation, personnel management, office operations, and emergency procedures.
  • Conducts FACE and K-6 grade staff meetings, to ensure participatory and collaborative planning, development, problem-solving, decision-making, and other school improvement activities to include the following:
  • curriculum;
  • assessment: student achievement and attendance data;
  • student input into planning and decision-making;
  • extra-curricular activity options and resources;
  • educational trends and research discussions;
  • effective practices reviews;
  • staff performance expectations and needs;
  • other staff participative activities
  • Supervise the instructional programs of the school, evaluating lesson plans and observing classes (teaching) on a regular basis to encourage the use of a variety of instructional strategies and materials consistent with research on learning and child growth and development.
  • Develop and execute a comprehensive school improvement plan aligned with district goals, focusing on data-driven decisions making and rapid interventions strategies to address academic gaps.
  • Conduct thorough analysis of student achievement data to identify areas for improvement and prioritize research-based interventions.
  • Facilitate collaborative professional development opportunities for teachers, focusing on building instructional capacity in key areas like literacy, numeracy, and data-driven decision making
  • Establishes and implements an effective method and process for conducting frequent informal and formal classroom observations to assist teachers and staff in continually developing their abilities to plan, implement, and facilitate learning.
  • Monitors the development and maintenance of student records that include attendance, academic, and other achievement, transcripts, other test scores, evaluation, enrollment, and other appropriate and required student records.
  • Ensures FACE and K-6 educational/learning program compliance with accrediting agency standards, Arizona State Department of Education, the Bureau of Indian Education and requirements of Salt River Schools and the SRPMIC Community. Ensures proper and equitable administration of and provides direct oversight and implementation of student rights and responsibilities, and expectations of students as incorporated into the student handbook.
  • Establishes and implements activities designed to ensure that parents of children enrolled in the school have the opportunity to become involved as true partners in the education of their children, and the design of programs, policies, procedures, and activities of the school.
  • Establishes and collaborates with the site leadership team to develop and monitor the implementation of processes designed to consistently provide students with opportunities to be involved in decision-making on matters regarding students, programs, policies, procedures, activities, and other aspects of school operation, implementation and evaluation.
  • Functions as a resource in assisting with the identification and acquisition of learning equipment, materials, supplies, programs, and other resources needed to continually improve the elementary school learning program of the school.
  • Ensures that elementary school students have access to a coordinated and balanced extra-curriculum program of activities that include psychomotor, creative, cultural, academic, and other development of all students.
  • Conducts duties and responsibilities in accordance with the Education Division Board Policies and Procedures, and certified financial and certified financial accounting and reporting policies and procedures of the SRPMIC School Board.
  • Ensure all required reporting and documentation is submitted to the Bureau of Indian Education by the provided deadlines, including the annual grant application and all supporting documents.
  • Attend and present at Education Board meetings when necessary.
  • Meet with students and families regularly to support student attendance, discipline, educational needs, and other matters.
  • Follow the professional code of ethics as outlined by Salt River Schools policies and SRPMIC and implements Salt River Schools initiatives as outlined by the Superintendent and Education Board.
  • Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.


Financial Leadership
  • In accordance with district/Education Board guidelines and timelines, prepare, analyze, and present comprehensive annual budgets for grant funds that align with anticipated resources and school wide plans and activities.
  • Review, approve, and track all school expenditures, and payroll expenses, ensuring accuracy, fiscal responsibility, adherence to purchasing and procurement policies, and alignment with agency-approved and Education general fund budgets.
  • Work collaboratively with the Finance Division to ensure budgets, costs, allocations, and reporting are compliant with the terms and conditions of grant awards.

As a key element of this position, the individual must possess leadership and management skills which are documented and demonstrated and must be able to display the ability to know when to utilize the necessary skills. The individual must also possess the ability to team build, team participate and facilitate. The individual must have a demonstrated ability to work with diversity and with a wide range of external agencies as a contributing team player.

Minimum Qualifications

Education and Experience: Must possess a Master's in Education related field

Certification:Arizona Principal Certificate PreK - 12

Experience:
  • Three (3) years of successful track record as a Principal in an educational environment
  • Demonstrated experience and competency required in areas of personnel supervision and evaluation; educational assessment, planning, program resources; participative management; communication skills; effective teaching and learning styles; educational research; leadership development; cultural based curriculum, school climate development; educational transformation and restructuring; and other appropriate areas of competency. Sensitive to the needs of all students, especially those deemed "at risk" and/or children of special needs.

Preferred Qualifications:
  • Three (3) years of previous successful experience serving as an Elementary Principal;
  • Experience working with Native American or bicultural student population;
  • Previously demonstrated experience in working with under performing schools


Driving Requirement: This job description does not require the incumbent to drive; however, any employee who chooses or is asked to drive an SRPMIC vehicle for work related community business must receive authorization to do so. For clarification, work related community business includes driving to and from SRPMIC government sites and buildings.

Equivalency: Any equivalent combination of education and/or experience that would allow the candidate to satisfactorily perform the duties of this position, will be considered.

Underfill Eligibility: An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill.

Special Requirements

Terms of Employment : This position is treated as a full-time exempt position scheduled for 40 hours per week.

Must be able to pass a Pre-Employment Drug Test and extensive Fingerprint and Background Check. Employee is Subject to Random Drug Testing and completion of a Background Check every five (5) years.
