DISTINGUISHING FEATURES OF THE CLASS:

The Environmental Program Manager is responsible for the management, coordination and administration of

technical and regulatory environmental affairs within the Gila River Indian Community’s Department of

Environmental Quality (DEQ) assigned program. This position performs a variety of professional, administrative,

supervisory, and managerial tasks; including all aspects of environmental incidents, agency reporting,

coordination with other jurisdictions and regulated entities and providing complex technical assistance regarding

environmental laws, regulations, policies and concerns.

ESSENTIAL FUNCTIONS:

 Manages and directs all aspects of assigned Environmental Management Program, including personnel, cost

control, budget, policies and operations

 Provides guidance to management on environmental compliance and enforcement issues; monitoring

programs; remediation programs; permitting programs.

 Develops policies related to environmental compliance and permitting; enforcing and ensuring compliance

with applicable Federal and Tribal government laws, statutes and ordinances.

 Develops and implements program and project goals and objectives; review and evaluate progress toward

stated goals and objectives.

 Develop and recommend to management long-range projects and staffing needs as may be required for the

Tribe to enhance and expand environmental programs.

 Produce and review written documents such as letters, technical reports, scientific analysis and evaluations,

memos, budgets, federal grants, data summaries, and tribal ordinances in order to convey information to others

internally and externally in the organization.

 Comprehend and make inferences from written material in order to analyze data to produce documents,

supervise staff, and make operational decisions; conduct performance evaluations of professional and

technical staff.

 Interact with subordinates, private contractors, consultants, federal, tribal land state environmental regulators,

other governmental officials, and business owners/managers; develop and prepare recommendations and

technical reports related to environmental quality management.

 Develop, solicit and write for federal grant funding; manage grant projects.
