Definition: Under general supervision of the GIS Supervisor, performs needs assessment for Geographic Information System (GIS) applications and plans, designs, codes and assists with the development of the Community's GIS. Maintains and provides technical and administrative support for GIS applications. This job class is treated as FLSA exempt.

Tasks:
1. Technical and Application Development :
  • Design, develop, and implement GIS solutions to support business objectives.
  • Develop and maintain GIS applications on the Community's Enterprise Portal.
  • Perform enhancements and maintenance utilizing programming technologies, such as:
  • Python development using ESRI's ArcGIS Pro based ArcPy library
  • C# development using ArcGIS Pro .Net SDK
  • Work with customers to understand requirements and design comprehensive GIS solutions.
  • Create high-quality maps and cartographic products using GIS data.
  • Perform spatial analysis to support decision-making.
  • Write technical documentation for GIS solutions.
  • Stay up-to-date on new GIS technologies and trends.
  • Assist with the development and implementation of GIS standards and procedures.
  • Manage GIS data, including metadata creation and quality control.
  • Provide GIS support to other departments and organizations.
  • Provides technical support for third party application software and work with vendors to get program problems resolved.
2. Consultation and Communication:
  • Works with outside consultants, the Community's IT staff, the Engineering & Construction Services Department and others to assist in the GIS program.
  • Assist with GIS integration into 3rd party applications.
  • Provides technical support and expertise to Community departments and enterprises with GIS project planning and design. Explains GIS system capabilities/limitations to non-technical end users in easy to understand terms to ensure specific support requirements are accurately identified.
  • Develops and solicits request for proposals (RFPs) and works with contracted consultants to define specific project goals. Writes contracts for consulting and monitors contractor performance.
  • Trains GIS users.

3. GIS Program Administration:
  • Identifies funding sources for furthering the GIS program. Manages grant applications and follows-through with grant application and reporting processes.
  • Assists in establishing technical strategy and roadmap for future project work and technology solutions.
  • Writes and maintains clear, concise documentation for all GIS Systems and databases.

4. Performs other job-related duties as assigned to support and enhance department operations.

Knowledge, Skills, Abilities and Other Characteristics :
  • Knowledge of the history, culture, laws, ordinances, customs and traditions of the SRPMIC.
  • Knowledge of GIS hardware/software functionality, installation, and upgrades.
  • Knowledge of the application of GIS technology and its application in tribal or municipal business planning, engineering, public safety, and environmental policy.
  • Knowledge of the concept and practice associated with database administration, relational database design and implementation.
  • Knowledge of application and coordinating geometry and surveying principles within the GIS application framework.
  • Knowledge of the application of scripting languages and object-based application design.
  • Knowledge of software development methodologies and design techniques.
  • Knowledge of ESRI GIS application development, and familiarity with configuring, extending, and developing within numerous ESRI technologies.

  • Skill using Geodatabase and relational databases such as MS SQL Server.
  • Skill with JavaScript, Python, and SQL.
  • Skill in project management including design, implementation planning and documentation.
  • Skill in communicating, and instructing others, using both technical and non-technical language as appropriate to provide customer service and explanations to those for whom the subject matter is unfamiliar and/or difficult to understand.
  • Skill in effectively communicating verbally and in writing and using excellent interpersonal skills.
  • Skill using personal computer including software applications such as: Microsoft Office Professional software, ArcGIS software for desktop, server, and SQL Server.
  • Skill in establishing and maintaining effective working relationships with staff, contractors, consultants, public officials and representatives of outside agencies and organizations.

  • Ability to adapt to changing work situations and assignments.
  • Ability to use initiative and judgment in working independently while recognizing matters that require the supervisor's awareness.
  • Ability to exercise resourcefulness in addressing new problems.
  • Ability to set priorities and meet established as well as changing deadlines.
  • Ability to develop and maintain positive and effective working relationships with all levels of the department and Community.
  • Ability to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.

Minimum Qualifications

Education: A Bachelor's degree from an accredited college or university in GIS, Geography, CIS (computer information systems) or a closely related field of study. Coursework in GIS and computer science is required.

Experience: A minimum of four (4) years of progressively responsible work experience in Computer Technology, GIS or closely related field is required.
  • 2+ years' experience with GIS software development.
  • Experience with web development using JavaScript, HTML, CSS, PHP, and/or ASP.NET.
  • Experience with ArcGIS Enterprise (Portal/ArcGIS Online); ArcGIS APIs for JavaScript, Python, and REST.
  • A minimum of two (2) years working in a geodatabase environment is required.
  • Experience in an enterprise geodatabase environment is preferred.
  • Experience using ESRI's ArcGIS and related GIS software required.
  • Experience working with municipal/local government is preferred.

Equivalency: Any equivalent combination of education and/or experience that would allow the candidate to satisfactorily perform the duties of this position, will be considered.Underfill Eligibility: An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill.
