Definition
Under general supervision from the Centralized Scheduling Manager, this position is responsible for providing the daily direction and guidance to the Health Information Management (HIM) Technicians and providing the daily oversight to a clinic scheduling call center including direction and guidance to the Schedulers and indirectly Medical Support Assistants of the Salt River Centralized Scheduling Department, regarding patient satisfaction,health records personnel, scheduling, patient registration,maintaining and safekeeping of health records,and data entry,business and financial matters. When needed this position will also be responsible for the scheduling tasks. This job class is treated as FLSA-Exempt.

Minimum Qualifications
2 years' experience (minimum) with employee performance management (e.g., evaluations, technical assistance, corrective action, etc.) Certifications: Registered Health Information Technician (RHIT), any other relevant certifications related to Health Information, Healthcare Privacy, and/or Certified Documentation Integrity preferred.
Special Requirements

Tasks :
- Workflow, Direction and Supervision: Direct supervision of HIM Technicians & Patient Portal Coordinators to provide direction, training, and guidance in the maintenance/update of patient records, maintenance/safekeeping of patient health records while maintaining security, confidentiality, accuracy, completeness, and accessibility of health information.
- Oversee the daily operations of the Health Information Management (HIM) duties in coordination with the Centralized Scheduling Manager. Daily operations may include: the release of information, record processing, physician's incomplete area, scanning, coding/abstracting and transcription services.
- Manages, reviews, and determines validity of all requests for health records/information / PACS images to ensure compliance with state, federal and HIPPA guidelines. Monitors activities of release of PHI which includes external correspondence, determination of records to be released, entering requests into EMR scanning database, retrieving/filing of health records from all locations, and the reproduction of information (ie., CD burning, x-ray films, power point).
- Identifies and implements changes regarding policy, productivity and quality measures, and assures that staff performance improvements related to work-flow efficiencies and operations.
- Provides leadership, work goals and coaching for staff. Selects, hires and trains staff for assigned area. Conducts performance reviews, coaching/disciplinary action and termination of assigned staff following the Community's personnel policies.
- Schedules and supervises the work of assigned staff to achieve the defined business goals and to ensure smooth workflow in the department. Coordinates team activities and the staff to workload ratios to accomplish the most effective use of resources.
- Managing quality: Identifying and implementing changes to improve quality measures and staff performance. Sets work goals for team members and monitors measurable outcomes in accuracy, timeliness, productivity and service quality.
- Managing customer service: Incorporating customer service into daily job duties. Responds to inquiries of staff, vendors and the public for the purpose of providing information and/or direction, discussing and resolving any issues and/or problems.
- Uses advance business and software skills for creating documents, letters, spreadsheets, reports, and presentations. Identifies training needs and provides and/or arranges for needed training.
- Approves leave requests, provides advice, counsel or instructions to employees on both work and administrative matters.
- Provides supplementary support to the divisions (health records, data entry, patient registration), as necessary.
- Measurement and Evaluation of Performance: Provides oversight to the HIM Technicians and Patient Portal Coordinators, as such the following measures are the responsibility of the position:
- Managing compliance: Ensuring that the HIM department complies with guidelines, laws, and regulations. Oversees archiving program and birth/death certificate programs to ensure complete and accurate information is collected. Maintains quality control over all chart activities.
- Oversees the work of tribal employees and contractors, provides clinical and technical expertise as needed.
- Ensures adherence to all health record policies and procedures with review, analysis and technical evaluation of clinical records in relation to the standards.
- Maintains quality control and coordination with patient registration, to avoid duplicate health record numbers, accurate name, identify deficient information, or obtaining clarification for re-issue of patient charts.
- Managing reports: Preparing reports and providing information about patient admissions, treatment, discharges, and deaths. Prepares monthly statistical reports on data quality, individual staff daily input, provider counts, clinic counts, and organizational statistics.
- Evaluates work performance, identifies training needs/opportunities, and ensures training is provided to allow subordinates to be successful in their responsibilities.
- Managing projects: Assisting with special projects as assigned by management
- Patient Eligibility/Interaction: Performs the duties of the HIM Technicians and Patient Portal Coordinators, and becomes the escalation point for patient concerns.
- Performs patient registration of new medical records, interviews face-to-face and over the phone.
- Gathers registration information for third-party resources.
- Receives and responds to inquiries and makes appropriate referrals of questions pertaining to patient data.
- Performs technical assistance with all HIM functions and duties.
- Performs HIM duties scanning in outside records into the patient's electronic health record, completing quality checks of documents scanned and documenting as appropriate.
- Routes patients for services when required
- Performs other related duties as assigned.
Knowledge, Skills, Abilities and Other Characteristics:
- Knowledge of the history, culture, laws, rules, customs and traditions of the Salt River Pima-Maricopa Indian Community.
- Knowledge of expectations of medical office standards, policies and procedures.
- Knowledge of basic medical office equipment and familiarity with usage.
- Skill with gathering detailed and pertinent patient information from patients, guardians, or representative
- Skill using a variety of office equipment and a personal computer with proficiency in MS Office and MS Outlook
- Ability to communicate clearly and effectively, both verbally and in writing.
- Ability to multi-task and work with minimal supervision.
- Ability to work effectively with a variety of clinically trained service providers.
- Ability to meet and comply with HIPAA/Confidentiality policies and procedures and ability to handle highly confidential and sensitive patient information.
- Ability to deal with sensitive issues and maintain appropriate, professional and confidential relationships.
- Ability to lift and carry 15 lbs.
Minimum Qualifications
- Education and Experience: High school diploma or GED required; 4-year college degree preferred. Minimum of 3 years full-time work experience managing and leading staff directly related to Health Information Management with 1 year experience hospital based electronic medical record.
- Equivalency: Any equivalent combination of education and experience that will allow the applicant to satisfactorily perform the duties of the job may be considered.
- Underfill Eligibility: An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill.

- May be required to work beyond normal work hours including nights, weekends and holidays.
