Job Description

Summary

Under the direct supervision of the Human Resources Director the incumbent assists with the supervision of Human Resources Department operation for the Cocopah Indian Tribe, including creating and performing processes, interpreting and implementation of all Policies and Procedures.

Essential Duties and Responsibilities:

Assists with overseeing Human Resources Department day to day operation and staff; HR Secretary, HR Recruiter and HR Coordinator.

Responsible for assisting the Human Resources Director with research, creating, understanding and/or performing all HR processes or operations; including interpretation and implementation of all Personnel Policies and Procedures, HR standard operating procedures for Tribal Government, Cocopah Enterprises and its Casino & Resort.

Assists with employee recruitment, vacancy announcements, screening applications, setting-up interviews, and on-boarding process of new employees by working in collaboration with HR staff.

Ensures compliance with all other Employment Laws and Regulations applicable to the Cocopah Indian Tribe/Cocopah Casino.

Monitors, takes affirmative actions against unfair and unprejudiced employment practices to insure compliance with the Cocopah Indian Tribe’s Indian preference policies and Policy and Procedure Manual and Tribal Gaming Compact.

Reviews and submits recommendations on job descriptions, job classifications to the HR Recruiter for review.

Assists and reviews all personnel conflicts, grievances, complaints from employees and/or management for policy adherence, disciplinary recommendations which includes assisting Management in employee mediation to settle employee and/or management problems/disputes.

Conducts HR Investigations related to sexual harassment, harassment, hostile work environment, general complaints, etc. and composes report for the HR Director’s review and recommendation.

Monitors and provides vacation and sick leave eligibility information and leave balance to ensure compliance or misuse.

Screens and evaluates all in-house transfer requests and submits recommendations to Human Resources Director for council approval.

Assists and coordinates evaluations for all employees, reviews employee’s performance and makes recommendations concerning probationary period, performance improvement plans, promotion, transfers and salary increases.

Composes reports by utilizing Great Planes HR module or SAGE HR module as requested by Human Resources Director, Administrations and/or management.

Manages and monitors the unemployment insurance program.

Establishes and maintains a secure personnel filing system, establishes and maintains a secure I-9 filing system and conducts sporadic audits to insure compliance. Responsible for employment verification, letters, etc.; as needed.

Attends job fairs as needed.

Responsible for attending in town or out of town training, conferences as directed by Human Resources Director.

Other duties as assigned.

Knowledge, Skills and Abilities

Extensive knowledge and experience in Human Resources within a customer service orientated business.

Experience with developing of Job Descriptions and Job Classifications.

Ability to comprehend and explain Personnel Policies and Procedures as written in the Cocopah Personnel Policies and Procedures Manual and Tribal Gaming Compact.

Ability to work with, assist, counsel, direct and supervise employees of all backgrounds and personalities.

Knowledge of recruitment, labor relations, employment, temporary staffing, training and performance evaluation.

Strong critical evaluation skills, decision-making, problem-solving and research skills is a must.

Ability to maintain confidential information, maintain confidential records and exercise discretion.

Ability to maintain an ethical practice.

Knowledge of computer, file maintenance, records requirements and confidentiality requirements a must.

Ability to adjust work schedule according to the necessity of the Department, Enterprises and Casino & Resort; if needed.

Ability to communicate well both written and orally.

Education and/or Experience

  • AA degree plus 2 - 4 years’ experience or a combination of education and experience in Human Resource Management.
  • A minimum of 4 years experience in a supervisory position dealing with multiple persons.
  • Must be certifiable through the Arizona Department of Gaming; must pass fingerprint background investigation including financial credit check and drug and alcohol screening.
  • Must have AZ Driver’s License, 39 month motor vehicle abstract and proof of automobile insurance.
