DISTINGUISHING FEATURES OF THE CLASS:
Under general supervision of the Human Resources Recruitment Manager, performs paraprofessional recruitment
and selection services in support of the HR Department, employees, Community Members and the general public.
The incumbent Will be expected to exercise independence, initiative, discretion, and professional expertise in
conducting day-to-day operations of recruitment and employee selection while monitoring legal and procedural
compliance.
ESSENTIAL FUNCTIONS:
0 Review and screen applications based on classi?cation speci?cations and selections; prepare and maintain
hire list; and participate in interviews and advise panel members on the selection process.
0 Review applications for employment, evaluate experience and training and make recommendations to
departments and programs for acceptance or rejections.
0 Assist in coordinating employee selection interviews to ensure interviews are legally and consistently
presented.
0 Oversees background investigations on selected candidates and ensures that post-selection guidelines are
followed such as personnel and payroll paperwork, employment veri?cations, criminal history, motor vehicle
records, ?ngerprint processing, etc.
0 Coordinate the job offer process with selected candidates within the boundaries of the hiring policies and
procedures.
0 Maintain the maintenance, con?dentiality, and legal retention of personnel records; make recommendation
for modi?cations to personnel and administrative policies and procedures.
0 Ensure advertising deadlines are met and that position vacancy practices are followed Within established
guidelines.
- Respond to verbal, telephone and written inquiries pertaining to employment and/or compensation.
- Interpret and explain rules, policies, and general questions relating to human resources to department
directors, employees and job applicants.
0 Make recommendations to the Hiring Manager to improve and modify existing hiring practices as necessary.Participate or assist with job fairs, recruitment events, development and implementation of Public Safety
testing processes, or conduct presentations and/or trainings to department directors, managers or employees.
Perform special research and/or reports or projects as assigned by supervisor.Perform other related duties as assigned.REQUIRED KNOWLEDGE SKILL AND ABILITY:Considerable knowledge of policies and procedures of a Human Resources Department.Knowledge of tribal, state and federal background requirements as it relates to the hiring process.
Knowledge of modern and public personnel administration and management techniques.Knowledge of modern of?ce practices (including records maintenance procedures) and equipment applicable
to a Human Resources Department.Knowledge and skill in use of computer systems and programs (i.e. Microsoft Word, Excel, PowerPoint,
MUNIS, etc.).Ability to successfully utilize and navigate an Applicant Tracking System.Ability to work under stressful, highly visible working conditions and within stringent deadlines.Ability to work with minimal supervision, comprehend and make references from various sources.Ability to organize and prioritize multiple tasks and projects.Ability to communicate effectively both orally and in writing, tactfully and courteously in answering questions
and complaints from individuals and groups of diverse ethnic, educational and economic backgrounds at all
levels of government, management and society.Ability to make sound decisions and must have good judgment skills.Ability to develop and implement techniques for improving Human Resources processes.Ability to interpret rules, regulations and policies to make appropriate decisions.Ability to assemble and organize data to prepare reports and compose correspondence.Ability to maintain effective working relationship with other employees, Community Of?cials and the general
public.Ability to perform all physical requirements of the position; agree to maintain a Drug-free workplace.REQUIRED EDUCATION AND EXPERIENCE:Associates Degree from an accredited college or university in Human Resources, Personnel Management, Public
or Business Administration or a related ?eld and three (3) years paraprofessional level work experience in human
resources; OrHigh School diploma or GED and ?ve (5) years of paraprofessional level work experience in Human Resources.
ADDITIONAL REQUIREMENTS:
Required to a pass background check and ?ngerprint clearance as a condition of employment and must
continue to maintain throughout duration of employment.Required to obtain a Tribal Operators permit. Valid state drivers license with a current proof of driving
record for the past 39 months will be required to qualify for a tribal driving permit. Proof of driving record
must be submitted with application and must not be more than 60 days old from the date of submission
of the application.Maybe required to work outside normal working hours for testing and/ or recruitment events.Non-Supervisory, Salaried Position
