POSITION SUMMARY:
The legislative officer acts as a spokesperson on legislative issues for the Arizona Judicial Department and assists the Director of Government Affairs in managing the court’s legislative procedure and legislative internship program. Work is mainly independent, with direct reporting to the Director of Government Affairs, indirect reporting to the Arizona Judicial Council, and a close working relationship with the Executive Director, Deputy Executive Director and Division Directors. 

This position will testify before legislative committees, apply an extensive knowledge and understanding of the legislative process and a broad-based perspective of public and court administration and public policy to analyze the impact of proposed legislation and to influence legislation to achieve the goals of the judicial department; maintain an integral role in developing the AOC legislative procedure, tracks and lobbies on proposed legislation, and meets regularly with judicial officers and staff from the judicial department to discuss and report on proposed and pending legislation.

In addition, this position represents the judicial department at meetings with legislators, legislative staff, lobbyists and staff from other governmental and private organizations, presents the judicial department’s legislative packet to the legislature, drafts legislation and amendments, obtains sponsorship and support, and tracks and lobbies proposed legislation, presents, recommends and advises the Arizona Judicial Council and committees in review of legislative proposals, and analyzes introduced legislation for impact on the judicial department.

This position will also mentor and monitor the AOC legislative interns and may cooperate with Arizona universities, the Legislature, Governor’s Office and other applicable agencies in the recruitment, interviewing, and selection of candidates.

MINIMUM REQUIREMENTS:

This position requires a Bachelor’s degree in Public Administration or a related field plus five years’ legislative experience and extensive knowledge and understanding of the legislative process. This position also requires knowledge of the Arizona Constitution, Arizona Revised Statutes, Administrative Rules, Supreme Court policies, procedures and administrative orders and their interrelationship with the functions and structure of other government agencies and private entities, advanced research skills and a comprehensive understanding of various resources that can be utilized to prepare and present arguments on behalf of the Judiciary Branch, excellent written and oral communication and presentation skills, the ability to work in a team environment as well as the ability to organize and prioritize workload and manage multiple issues simultaneously within tight time frames.

Travel level: up to 10%
