Definition

Definition: Under general supervision from the Licensing Manager and/or Investigator Supervisor, conducts comprehensive background investigations on all potential/current casino vendors and businesses pertaining to an alcohol licensing suitability. Performs alcohol inspections to monitor and ensure licensed premises compliance with State and SRPMIC Code of Ordinances. Conducts investigations into possible violations of gaming laws and SRPMIC Code of Ordinances on an as needed basis. Assists with gaming license application process and background investigations on new applicants, casino employees and business entities. This job class is treated as FLSA Non-Exempt.

Distinguishing Features :The Licensing Investigator II differs from the Licensing Investigator I, by conducting moderate to complex investigations and performs surveillance and inspection assignments. The Licensing Investigator II requires more experience in addressing violations of the Gaming Compact.

Examples of Tasks

1. Alcohol Case Assignments .
  • Investigates potential liquor law violations and makes recommendations for penalties and license changes for supervisor review.
  • Conducts periodic liquor inspections of licensed premised to ensure compliance with Federal, State, and SRPMIC Alcohol laws and regulations when assigned.
  • Issues citations for revocation of liquor licenses, as applicable, to facilities that fail to comply with alcohol related policies and procedures.
  • Conducts background checks on new or renewed alcohol license application requests.
  • Notifies and ensures facility owners are kept informed of changes in alcohol regulatory requirements.
  • Reports criminal information to appropriate law enforcement agencies, may testify in court as required by lawful authority.


2. Vendor Case Assignments .
  • Maintains all Gaming Services and Non-Gaming Services vendor license files including, but not limited to, the acceptance and review all intent to do business letters, vendor initial and renewal license applications, and assures continuing compliance with all, tribal, Federal and State background and licensing requirements.
  • Conducts comprehensive background investigations to identify a vendor's licensing suitability in compliance with Federal, State, and Community law and regulations when assigned.
  • Maintains, organizes, and tracks a sizable volume of caseload files relevant to vendor licensing and principals, enduring compliance with all confidentiality and privacy rules and regulations.
  • Researches, gathers, and analyzes application documents, criminal history information, tax information, business records, public information, and confidential records.
  • Uses all available resources such as jurisdictional courts systems, courts records, and internet to gather relevant background on Gaming Services and Non-Gaming Services Vendor applicants.
  • Conducts interviews and investigations of applicants when necessary.


3. Investigation Case Assignments.
  • Conducts moderate to complex investigations of Community business enterprises involving the casinos, vendor, employees, etc., engaged in illegal activities under the investigative authority of the Community Regulatory Agency (CRA) as assigned.
  • Gathers, analyzes, evaluates and preserves vital documentary evidence pertaining to suspected civil and criminal activity cases assigned.
  • Prepares and conducts investigative interviews of witnesses/subjects regarding matter related to cases assigned.
  • Conducts comprehensive interviews and preserves oral testimony derived from civil and criminal activity within the jurisdiction of CRA.
  • Prepares preliminary investigation reports for Investigator Supervisor and CRA management review.
  • Files and maintains investigation written reports and documents, physical evidence, surveillance footage, etc., for easy retrieval so evidence can be preserved and protected for presentation in legal procedures.
  • Maintains notes and records to support findings of investigations conducted when assigned.
  • Testifies, as needed, in hearings related to involvement in investigations to support or substantiate investigative findings/recommendations.
  • Protect and maintain confidentiality of all information provided.


4. Performs other job-related duties as assigned to support and enhance department operations.

Knowledge, Skills, Abilities and Other Characteristics :

  • Knowledge of interpretation and application of federal, state, and SRPMIC Alcohol laws, regulations, and SRPMIC Code of Ordinances.
  • Knowledge of Class II and Class III Gaming procedures.
  • Knowledge in basis law enforcement principles, practices, and procedures.
  • Knowledge of investigative techniques and principles.
  • Knowledge of federal (including NIGC), Arizona Tribal-State Gaming Compact and SRPMIC internal controls, laws, rules, regulations and policies regarding Class II and Class III gaming operations.
  • Knowledge of departmental policies, procedures and practices.
  • Knowledge of federal, state and Community Gaming laws.
  • Knowledge of gambling and gaming practices, equipment and devices.


  • Skill in preparing and maintaining reports and records.
  • Skill in operating computer and software (i.e., Word, Excel, etc.)
  • Skill in establishing and maintaining effective working relationships with federal, state, and tribal regulatory agencies, law enforcement, co-workers and the general public.
  • Skill in preparing and maintaining reports and documentation necessary for investigation reports.


  • Ability to communicate effectively orally, and in writing, with a diverse group of people, including employees, clients, general public, outside entities, administrative staff, and co-workers.
  • Ability to produce written documents, with clearly organized thoughts, using proper sentence construction, punctuation and grammar, in a timely manner.
  • Ability to comprehend and make inference from relevant written materials, including basic mathematical calculations.
  • Ability to use personal computer and related software to maintain database records and creates timely meaningful investigative reports.
  • Ability to deal with individuals or groups representing diverse backgrounds, interests and points of view.
  • Ability to lift and carry a minimum of 25 pounds.
  • Ability to stand, walk, and sit for long periods of time.
  • Ability to recognize and extract relevant information from a number of sources and analyze the sources validity and veracity.
  • Ability to use good judgment to make effective decisions.


Minimum Qualifications

  • Education & Experience: A High School Diploma or GED and three (3) years' gaming related work experience withconducting investigations, regulatory work, auditing or gaming licensing background. Associates degree preferred.


  • Equivalency:Any equivalent combination of education and experience that will allow the applicant to satisfactorily perform the duties of the job may be considered.


  • Underfill Eligibility: An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill


Special Requirements

  • May be required to work beyond normal business hours including nights, weekends and holidays.
  • Must be able to obtain and maintain State Certification and a Tribal Gaming License.
