OBJECTIVE AND POSITION SUMMARY

The One-Stop Operator plans, coordinates, and organizes programs and services delivery of the One-Stop Center. The One-Stop Operator establishes operating procedures, protocols, controls of functional activities and services delivery among One-Stop Center Consortium Partners. Also serves as liaison and governance among One-Stop System members, i.e., various public, private and non-profit agencies both co-located on-site and external linkages as well. Additionally, the One-Stop Operator performs staff support services for the Coconino County Arizona Workforce Investment Area. Also, a key task assignment of the One-Stop Operator is to prepare necessary reports of One-Stop Center employment and training activity statistics in support of Northeastern Arizona Workforce Investment Area. Tasks performed and decisions made by the One-Stop Operator may affect the overall operations of the Coconino County Arizona Workforce Investment Area. It is imperative that the One-Stop Operator exercises good judgment and due diligence with care when performing duties and communicating on behalf of CPLP Workforce Solutions. The One-Stop Operator will be based in Flagstaff. The One-Stop Operator will travel periodically within the Coconino County to affiliate sites, and to workforce events. CPLC reimburses mileage at 65.5 cents/mile.

SPECIALIZATIONS

Requires the ability to supervise all of the One-Stop Center activities, requires the ability to interpret, explain, and apply principles of public and private agency employment and training administration; requires current knowledge of federal and state laws, statutes, policies and regulations pertaining to Local Workforce Development Boards and the Workforce Innovation and Opportunity Act; ability to analyze problems and opportunities, identify and evaluate alternatives, and develop sound, effective approaches; ability to plan, implement, and evaluate the achievement of goals, objectives and work-plans; ability to communicate effectively (oral and written), with elected officials, member of the board of directors, regulators, private businesses, employees, attorneys, contractors, and vendors; ability to establish and maintain effective working relationships with a diverse group of citizens, local business leaders, and representatives of public agencies.

PRIMARY DUTIES AND ESSENTIAL FUNCTIONS
  • Works with a variety of public and private organizations and makes presentations as required.
  • Conducts technical, operational and analytical studies related to One-Stop System employment and training activities.
  • Serves as central information source regarding functions, policies, procedures and services of Coconino County Arizona One-Stop Center management activities.
  • Works with public and private agencies to assess critical employment and training issues or business needs to insure effective outreach services.
  • Contributes to the efficiency and effectiveness of One-Stop Center Consortium employment and training services oversight by offering suggestions and directing or participating as an active member of work teams.
  • Develops and coordinates operational policies and procedures that reflect the services and delivery system through the One-Stop Center.
  • Establishes partnerships and oversees the coordination of training programs and One-Stop services orientations.
  • Oversees the preparation of operating schedules and coordinates day-to-day activities and governance of the One-Stop Center.
  • Uses current computer applications and software to maintain and prepare operating budgets and necessary employment and training reports.
  • Coordinates customer traffic flow for services in the One-Stop Center.
  • Processes customer complaints and resolves issues impacting the One-Stop Center functional operation.
  • Develops shared partner resources allocation plan for effective employer and jobseeker services.
  • Facilitates partnership and consortium meeting as required.
  • Delivers Workforce Development System presentations and promotes One-Stop Center activities.
  • Travels to multiple sites and locations.
  • Manages confidential information.
  • Regular and consistent attendance.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS AND COMPETENCIES

Education /Background :
  • A Bachelor's or Associate's degree and a minimum of 2-years management experience aligning organizational objectives to organizational goals; achieving operational goals and exceeding customer expectations (or equivalent combination of education and experience).

  • Desktop Computer Skills: Spreadsheets, presentations, internet navigation, word processing, database application.

Effective January 3, 2022, all CPLC Employees and all Service Providers, are required to be Fully Vaccinated against COVID-19. Newly hired employees, who are not Fully Vaccinated at the time of hire, are expected to begin a vaccination series immediately upon hire. CPLC recognizes medical and religious exemptions to the COVID-19 vaccination requirement, in accordance with applicable law and upon approval by CPLC. However, any person approved for an exemption, without exception, is subject to masking, weekly COVID-19 testing at their expense, and other requirements established by CPLC from time to time.

PHYSICAL DEMANDS AND TYPICAL WORKING CONDITIONS

Position requirements: This position is both a mobile and a sedentary position with periods of light physical activity, and is performed mostly in office surroundings. Positions typical in nature require regular walking or standing; sitting, lifting and carrying up to 20 pounds; climbing stairs, bending, reaching, holding, grasping and turning objects; and using fingers to operate computer keyboards. This position will require the ability to speak normally and to use normal or aided vision and hearing.

Travel: Local, interstate and intrastate travel to Chicanos Por La Causa, Inc., its affiliates and/or subsidiaries, will be necessary to successfully fulfill the duties of this position. Candidate must have and maintain a valid driver's license and auto insurance. Technology will be utilized to minimize travel whenever feasible. The travel requirements for this position are anticipated to be 25 to 35 percent assignment depending. Overnight travel must be approved in advance by the Department VP.

This position requires working indoors in environmentally controlled conditions, exposure to sounds and noise levels that may be distracting or uncomfortable. Job tasks are performed in close physical proximity to other people. Requires sitting, writing letters and memos, face-to-face discussions with individuals or teams, contact with others (face-to-face, by telephone, or otherwise), use of electronic mail, being exact or highly accurate, meeting strict deadlines, coordinating or leading others in accomplishing work activities. Requires work with external customers or the public and working with others in a group or team.
