Job Description
The Payroll Manager performs administrative, supervisory, evaluative and technical work concerning the in-
house payroll functions of the Gila River Indian Community to compensate approximately 2,000 employees
on a bi-weekly basis and run off-cycle payrolls as needed. This position is responsible for maintaining the
in-house payroll system, accurately updating the pay and deduction data tables, importing files to/from the
timekeeping system, creating payroll warrants, and supervising timely payroll processing and payment. This
position oversees Payroll Technicians’ work and reviews payroll data for accuracy and completeness.
General supervision is provided by the Comptroller (Payroll) and the Finance Director or designee.
ESSENTIAL FUNCTIONS:- Ensures compliance with all payroll aspects of the State & Federal payroll tax laws and enforcement
of the Internal Revenue Code and Gila River Indian Community policies and procedures.
- Works in direct liaison with Department Directors, Managers, Supervisors and timekeepers regarding
recording of salary and hourly employee regular time, overtime, organization codes, employee
compensation, and wage garnishment.
- Facilitate and coordinate payroll-related orientation to ensure all employees and staff are properly
trained on the payroll functions, interprets policies and regulations in connection with payroll
procedures.
- Recommends, develops and implements changes in administrative procedures when necessary; Lead
effort to create and update written desk procedures in the payroll manual.
- Responsible for understanding and working knowledge of the in-house payroll system; Maintains the
pay and deduction master codes; Maintain accurate annual FICA, federal, and state tax tables, pension
contribution limits, and account coding for employee pay and employee-related expenses.
- Supervise the consistency, accuracy and proficiency of the Payroll staff on the functions, which entail
employee timesheet reviews, schedules, garnishments, voluntary deductions, employee annual/sick
accrual audits, and excellent customer service for assigned departments;
- Responsible for the timely and accurate processing of employee action notices by assigning to the
payroll staff and reviewing data accuracy; Changes can include but not limited to name change,
