DISTINGUISHING FEATURES OF THE CLASS:
The Police Commander is responsible for managing, directing, administering, planning, supervising, and
reviewing the activities of all personnel assigned to a major bureau, which includes ?eld Operations, special
operations, or agency support ?anctions. This position supervises a large staff of sworn and/or civilian personnel
primarily through subordinate supervisors. The Police Commander participates in the preparation of the
department budget by recommending personnel and capital needs for assigned bureau. This position directs or
personally investigating citizen complaints about police personnel conduct and services, and interacts with
Community organizations by representing the Police Department on various committees and boards. Coordinates
activities with other law enforcement agencies, and participates in various Community wide projects and/or
programs. The Police Commander recommends comprehensive goals and objectives and is responsible for the
implementation and results achieved. This position requires considerable executive responsibility for making
decisions regarding actions to be taken, independent judgment in the interpretation of policies and procedures, as
well as application of laws and ordinances. The Police Commander provides highly complex staff assistance to
the Chief of Police or designee. Supervision is received from the Assistant Police Chief who confers with the
Police Commander on unusual problems and reviews work through observation of results and evaluation of
reports. The Police Commander is distinguished from the Police Lieutenant class by the formers total command
responsibility in terms of management, supervision, responsibility, decision-making, and planning of the
operations of the bureau and managerial oversight. The Police Commander may assume the duties and
responsibilities of the same rank within each of the bureaus of the department and must be able to make sound
decisions and judgements in the best interested of the Community and department in the absence of the Chief of
Police and/or the Assistant Chief of Police. The duties of this position are performed in both a general of?ce
environment and an outdoor environment that may include exposure to adverse weather conditions and potential
personal danger.
ESSENTIAL FUNCTIONS:
- Responsible for managing, directing, administering, planning, supervising, and reviewing the activities of all
personnel assigned to a major bureau; Assumes direct department command on behalf of the Chief of Police
and/or Assistant Police Chief in their absence.Coordinate bureau activities with other bureau Commander(s) to ensure work performed provides for the
needs of the department.Assist in the preparation of Federal and State grant applications for establish programs and obtain additional
funding for the department and departmental programs.Assist the Chief of Police and/or Assistant Police Chief in formal planning and research of the Police
Department (i.e., develop and conduct a continuing research program to identify problems and formulate
plans, analyze existing and new police technologies and methods, and propose and monitor implementation
of improvements).Ensure department staff adopts a Community Oriented Policing philosophy, in accordance with the 21
Century Policing Model, during the performance of duties by providing training, direction and supervision.
Prepare and provide public service presentations for various Community groups and organizations; Attend
and participate in professional group meetings and committees while staying abreast of new trends and
innovations in the ?eld of law enforcement and community related concerns.Coordinate departmental activities with other Community departments and divisions which may also include
outside agencies, organizations, groups and individuals.Establish and maintain effective communication with community and government agency representatives,
outside law enforcement of?cials, community and business leaders and other individuals; serve as
departmental liaison to such groups as assignedMake recommendations for adjustment of patrol strength by studying incidences, type and severity of crimes
occurring throughout the Community.Provide direction and leadership in transforming the mission statement and organization values into the
delivery of police services to the community.Supervise, direct, and evaluate assigned staff; address employee concerns and problems, counsel, discipline
and complete performance appraisals; conduct interviews and assist in hiring decisions.Identify opportunities for improving service delivery methods and procedures; identify resource needs and
review with appropriate management staff.Assist with preparing long range plans and developing other strategic documents; conduct research, prepares
surveys, and interpret results for use in planning, evaluation and decision making; continually monitors and
evaluates the ef?ciency and effectiveness of service delivery, assesses workload, reporting relationships and
opportunities for improvements within the same programs and services.Prepare, monitor, and administer the bureaus annual budget; conduct ?scal/economic impact studies and
cost/bene?t analysis to prepare budget projections.Evaluates and interprets complex technical documents, such as laws, ordinances, Executive Orders and court
decisions and work to ensure compliance with such documents.Respond to highly complex and sensitive Police related matters, including major crime scenes, incidents,
events and assists with critical incident management.Perform other related duties as assigned.REQUIRED KNOWLEDGE SKILL AND ABILITY:Thorough knowledge of the modern procedures, practices and methods of police administration.Thorough knowledge of modern methods and practices of criminal investigation and identi?cation.

Justice, Public Administration, Human Relations or a closely related ?eld and ?ve (5) years of progressive
managerial/ supervisory law enforcement experience as a Police Lieutenant; OrHigh School diploma or GED and nine (9) years supervisory/managerial law enforcement experience as a
Police Lieutenant.ADDITIONAL REE QUIREMENTS:Certi?ed by the Arizona Peace Of?cer Standards and Training Board (AZPOST) as a Commissioned Law
Enforcement Of?cer or equivalent certi?cation from another state with the ability to obtain AZPOST
