About the Position 

The Office of the Insurance Commissioner (OIC) is seeking a dynamic, detail-oriented Policy Analyst, Property & Casualty (P&C) to join our team. This position plays a key role in supporting our mission to protect consumers, the public interest, and the state’s economy by regulating the insurance industry. The Policy Analyst will be an internal resource for researching, analyzing, and providing recommendations on property, casualty, and liability insurance issues affecting the industry, consumers, and government.

As a Policy Analyst, you will have the opportunity to work independently and collaboratively with a team of experts in policy development and rulemaking. Your work will directly contribute to shaping policies, regulations, and legislative proposals that drive the agency's initiatives. You'll consult with internal and external stakeholders, analyze complex issues, and help inform the Commissioner’s policy and legislative agenda.

This role is ideal for individuals who are passionate about public policy, have a strong understanding of insurance regulations, and are adept at communicating complex ideas to diverse audiences. You will be responsible for producing clear and impactful policy briefs, recommendations, and reports while actively engaging in the development and implementation of regulations. Additionally, you will represent the OIC in various workgroups, public forums, and legislative meetings.

This is a Civil-Service Exempt position. The annual salary range for this position is $90,000 - $105,000.

The duties of the position include, but are not limited to: 

  • Serving as the subject matter expert on statutes and rules pertaining to the regulation of property and casualty insurance and associated topics.
  • Participating in workgroups and committees consistent with the employee’s areas of expertise, including serving as the Commissioner’s official designee.
  • Conducting thorough, high-quality research and analysis of policy issues, drawing material from various sources.
  • Producing materials as part of, or as the result of, the analysis process, including policy briefs, decision memos, and recommendations, regulatory and legislative proposals, presentations, and talking points for use inside and outside the agency, and illustrative exhibits and reports.
  • Providing recommendations for executives and staff that are clear, concise, and well organized.
  • Working with subject matter experts (internal and external) to inform policy considerations and get input and feedback from them.
  • Facilitating policy discussion and development among varied interested parties. As part of this, this employee must be able to understand and explain accurately the various points of view held by staff and interested parties in relation to policy issues, rules, and legislation.
  • Developing and drafting rules and legislation as assigned.
  • Ensuring that assigned rulemaking follows the Administrative Procedure Act.
  • Responding to policy questions (written and verbal) from a variety of interested parties, including industry and consumers.
  • Developing agency responses to legislative questions as assigned.
  • Developing the factual basis for agency fiscal notes as assigned.
  • Drafting legislative reports as assigned.
  • Identifying and developing best practices related to policy work, including research techniques, efficient practices, knowledge transfer, and document storage and retention.

Required Qualifications

Candidates will meet one of the following criteria options:

Option 1:

  • Juris Doctorate

Option 2:

  • Master’s degree in Public Policy, Government, Business Administration, Communications, Journalism, English, Law, Insurance Management, or closely related field

Option 3:

  • Bachelor’s degree in Public Policy, Government, Business Administration, Communications, Journalism, English, Law, Insurance Management or closely related field

AND

  • Two (2) or more years of professional experience in a government or legislative setting doing public policy research, analysis, or development

Option 4:

  • Associate’s degree in Public Policy, Government, Business Administration, Communication, Journalism, English, Law, Insurance Management or closely related field

AND

  • Four (4) or more years of professional experience in a government or legislative setting doing public policy research, analysis, or development

Option 5:

  • Six (6) or more years of professional experience in a government or legislative setting doing public policy research, analysis, or development

*Degree must be from an accredited institution whose accreditation is recognized by the U.S. Department of Education, the Council for Higher Education Accreditation, the American Bar Association, or a foreign equivalent.

**Professional experience may substitute year-for-year for education.

  • Basic software skills in Microsoft Office Products (Word, Excel, PowerPoint, Outlook).

Senior Level Policy Analyst Required Experience, Competencies, and/or Education:

For consideration of placement at the senior level, candidates should have additional experience that demonstrates a combination of the following:

  • Two or more years of professional experience drafting legislation and/or rules.
  • Two or more years of professional experience reviewing and interpreting legislation, rules, policies, technical papers, or legal documentation for likely impacts to Washingtonians and associated interested parties.
  • Broad experience with insurance products, claims, marketing, and regulations.
  • Working experience with federal and state regulatory requirements related to insurance.
  • Knowledge of and experience applying the state Administrative Procedure Act.
  • Intermediate or above software skills in Microsoft Office Products (Word, Excel, PowerPoint, Outlook).
  • Meeting or exceeding preferred position requirements.
  • Meeting or exceeding analyst role expectations.
  • Superior communication skills that enhance team camaraderie.
  • Ability to apply policy analysis outcomes to greater agency and Washington state goals.


Preferred/Desired Qualifications:

  • Juris Doctorate degree from an accredited law school.
  • Two or more years of professional experience drafting legislation and/or rules.
  • Master's degree or other advanced degree in law, political science, or public/business administration.
  • Two or more years of professional experience reviewing and interpreting legislation, rules, policies, technical papers, or legal documentation for likely impacts to Washingtonians and associated interested parties.
  • Broad experience with insurance products, claims, marketing, and regulations.
  • Working experience with federal and state regulatory requirements related to insurance.
  • Knowledge of and experience applying the state Administrative Procedure Act.
  • Active member of a State Bar Association.
  • Working experience with the National Association of Insurance Commissioners.
  • Intermediate or above software skills in Microsoft Office Products (Word, Excel, PowerPoint, Outlook).
