General Summary: Provide coordination and general oversight in the effective and efficient management of externally-funded projects to ensure compliance with funding agencies' guidelines and overall stewardship.


Requirements: Bachelor's degree and minimum of 3 years' experience in higher education; preferably in community college setting or an Associate's Degree in a related field with five years of related experience can be substituted in lieu of the bachelor's degree requirement. Familiarity with federal Office of Management & Budget (OMB) Uniform Guidance as pertains to the post-award management of sponsored programs - to include grants, contracts and cooperative agreements- is desired. Experience in budget development and grant management, including personnel time and effort reporting in sponsored programs' activities is required.


Duties:


1.Provide guidance to principal investigators/project directors regarding adherence to policies and procedures by funding agencies.

2.Interpret and apply programmatic and fiscal compliance requirements.

3.Ensure principle investigators comply with all sponsor and funder reporting deadlines.

4.Review programmatic reports to insure compliance prior to submission to sponsors by working with principal investigator/project director and other project staff to insure reports are complete and accurate.

5.Participate in programmatic/technical assistance webinars provided by grant sponsors to stay abreast of current compliance and reporting requirements.

6.Maintain a central file and database of all active grant awards for the college, as well as ensuring that proper documentation is filed in internal files (electronic and paper, when needed.)

7.Assist in the preparation of written prior approval requests on behalf of principal investigators for submission to the agency program officers (i.e., no cost extension, budget transfer, scope of work, key personnel change, etc.).

8.Generate and share reports related to budgets, student enrollment, payroll, and other items as needed. Maintaining up-to-date knowledge in CCAC systems Colleague, ARC, and other electronic systems.

9.Maintain up-to-date knowledge and expertise in federal, state, local and other agency regulations and policies to assure compliance.

10.Use proper judgment and poise when dealing with sensitive issues related to sponsored programs, including changes in personnel and general changes in direction and policy with campus leadership.

11.Be familiar with and remain current on applicable OMB Uniform Guidance which affect sponsored program activities.

12.Collaborate with the Restricted Funds Accountant and Controller in the effective administration of indirect cost distribution.

13.Review and process close-out documents to comply with program regulations.

14.Work in concert with the Restricted Funds Accountant and the principal investigators/project director, provide assistance regarding periodic and final financial report submissions to appropriate funding agencies.

15.Perform other related duties as required or assigned by the Director or Executive Director.


Clearances: Current criminal record/child abuse clearances will be required if offered the position and in order to be employed at the College. The three clearances are Pennsylvania Child Abuse History Clearance, Pennsylvania State Police Criminal Records Check, and Federal Bureau of Investigations (FBI) Criminal Background Check.
