The Regional Bank Chief Financial Officer is responsible for serving as the lead financial executive for each of the Member Banks within the assigned region. The position participates and assists the Banks in formulating and meeting its overall strategic business plans and goals. In addition, coordinates with Heartland’s Corporate Departments to ensure alignment between the Bank and Heartland’s objectives in various areas, including the Bank's capital plan, investments to meet liquidity and income producing objectives, financial and management reporting, and preparation of budgets and forecasts; and plans, coordinates, and ensures effective delivery of the Bank's asset and liability management.

PRIMARY & ESSENTIAL RESPONSIBILITIES:

1.    Serve as a chief strategic partner to the Regional Bank President & each Bank President within the region.
a.    Actively participate with the Regional President, Bank Presidents and Sr. Management teams to develop the short- and long-term strategic vision/direction for the Bank, considering economic trends, and estimate capital and human requirements associated with business expansion opportunities and process improvement initiatives.
b.    Provide recommendations to strategically enhance financial performance and business opportunities.
c.    Contribute to the development and execution of bank level business plans and initiatives.
d.    Assist with financial plans and models in support of bank strategic initiatives.

2.    Lead the analysis, alignment and monitoring between Heartland and the Member Banks
a.    Analyze and present facts and benchmarks regarding each Bank’s revenue and cost structure.
b.    Provide financial leadership and guidance to the Bank senior leadership teams around where and how to make impactful changes for improving cost structure & efficiencies.
c.    Lead and drive the implementation of agreed upon changes.
d.    Create alignment between Corporate Finance, Heartland functional units and the Banks.

3.    Share accountability for the financial management of the Member Banks
a.    Establish and achieve top quartile financial performance objectives and goals.
b.    In conjunction with the Corporate Budget Process, oversee the annual budget preparation for the Banks, to ensure proper alignment with strategic goals and market opportunities, and incorporate appropriate input from all Heartland functional units.
c.    Work with Corporate Accounting to effectively manage and coordinate the A/P process.
d.    Interpret financial statements and other financial data by offering compelling insights and ideas to enhance and drive revenue growth, reduce costs and improve the Banks overall financial performance.

4.    Other
a.    Coordinate and assist Corporate ALCO in the preparation and analysis of quarterly interest earnings simulation and net economic value sensitivity forecasts. Utilize the forecasts to set the strategic direction of the Bank for earnings, liquidity and capital.
b.    Chair Bank ALCO, coordinate A/P process at each Bank, provide interpretation and communication of branch and line of business profit/loss statements.
c.    Communicate complex financial issues in a clear and concise manner to ALCO, executive management, senior managers, Bank boards, regulators and both internal and external auditors.
d.    Present written and oral reports to executive and senior managers, ALCO, and the Bank Board of Directors.
e.    Proactively partner with line and staff units to increase shareholder value by (1) identifying opportunities to improve net income, (2) developing financial methodologies and tools for use in loan and deposit pricing, budgeting and planning, and (3) interpreting and assisting to drive accountability to achieve goals at the bank, branch, product, and officer levels.
f.    Ensure regulatory and internal audit compliance with all interest rate & liquidity risk management directives.
g.    Measure and monitor performance against budgets and targets and partner with the Regional Bank President and Member Bank Presidents to develop corrective action plans.
h.    Collaborate with Corporate Accounting to define management reporting requirements that support effective decision making.
i.    Collaborate with Corporate Accounting to manage changes to reports, ensuring that changes to reports become standardized and are integrated into the controlled production reporting environment.
j.    Complete annual E-Learning Plan and Bank Secrecy Act (BSA) training as assigned and keep up-to-date knowledge of BSA as it relates to the job function.
k.    Perform other duties as assigned.

SUPERVISORY RESPONSIBILITIES: 
1.    Directly supervise a staff of up to 2 financial analysts.
2.    Work with Heartland’s recruitment team to hire the most qualified and talented individuals to fill open positions.
3.    Provide information and on-going feedback to department staff regarding expectations and performance.
4.    Address and resolve all performance concerns and issues in a timely manner. 
5.    Work with department staff on individual professional development.
6.    Prepare and conduct annual performance reviews.  Complete and submit all forms associated with the review process to the department according to the review process deadline.

REQUIRED SKILLS & EXPERIENCE:
1.    10+ years of accounting and finance experience with financial leadership role(s) in banking required
2.    Bachelor’s Degree in Business, Finance or Accounting required
3.    Experience with budgeting, forecasting and financial reporting required
4.    Knowledge of banking operations and FDIC regulations required
5.    Strong understanding of bank products, cash flow, risk attributes
6.    Proficient with Microsoft Office Suite

OCCUPATIONAL CERTIFICATION:

1.    CPA highly desired
