Location: Pan Handle Region, TX


PRIMARY FUNCTIONS

The Regional Operations Manager oversees and manages all Early and Migrant and Seasonal Head Start Programs located within the region. Directly supervises the Center Service Managers, Child Care Partnerships Service Manager where applicable, Regional Office Managers and Data Entry Operators. Works closely with Content Area Coordinators and Specialists to ensure program sites are operating within the Head Start Performance Standards and CPLC policies and procedures and to support children and families. Promotes school readiness by preparing children and families for school and life success as it relates to this position. Actively supervise children by sight and sound at all times and in all environments. Maintain all health and safety regulations to create an optimum learning environment. Facilitate health practices to keep children safe in the school bus, outdoor and indoor environments.


SPECIAL REQUIREMENTS

Initial employment physical, TB test or Chest X-ray, Tdap vaccination, valid Texas Driver's License and vehicle insurance are required. Must pass a criminal background check to include a Child Abuse and Neglect register check and obtain a Level One Fingerprint Clearance card. Must be First Aid and CPR certified or obtain certification within the first 6 months of employment.


MINIMUM QUALIFICATIONS

A baccalaureate degree in human services or education and 5 years experience in an early childhood education environment is required; 2 years of management and supervision experience preferred. Experience working with low-income and culturally diverse children, families and communities required. Must demonstrate experience in early childhood education programs and services, community based collaboration, partnership development, and cross system service planning and development. Individual must possess strong capacity building, oral and written communication, and organizational skills. Use of computer, computer software programs (e.g. Microsoft Office, Adobe) and web based systems are required. Bilingual in English/Spanish Preferred.


JOB RESPONSIBILITIES AND COMPETENCIES

Manage centers and program operations for the region through a system-wide community partnership model. Work closely with his/her counterpart to ensure consistency and alignment with program and corporate compliance.

Supervise Center Service Managers, Child Care Partnerships Service Manager, Regional Office Managers, and Data Entry Operators to ensure compliance with Head Start Performance Standards, local, state and federal regulations, ECD Content Area Plans and Procedures.

Guide and lead center-based, home-based, family child care-based staff and oversee the administrative, programmatic and managerial functions of Program Management and Operations, including staff hiring, orienting, training, performance evaluations, and disciplinary action, as well as being responsible for maintaining confidentiality in all administrative and programmatic matters.

Ensure regional compliance to Head Start Performance Standards, state and federal regulations, ECD Content Area Plans and Procedures.

Develop and monitor budgets and financial reports; manage multiple funding sources, including federal, state, local, and private.

Monitor and facilitate communication through interdisciplinary teams to address program needs.

Act in a lead capacity in the Self Assessment, Community Assessment, ECD Content Area Plans and Procedures development and revision, other strategic program planning processes for the region and statewide initiatives and projects.

Utilize available web based programs and technology, Child Outcome Planning & Administration(COPA), Teaching Strategies Gold (TSG) to assist Service Managers and staff in planning and implementation of scheduled tasks.

Monitor data quality in the programs data management systems (e.g. COPA, TSG) and utilize the data to make data led decisions.

Utilizes ongoing monitoring, collects and analyzes meaningful data to find new solutions to challenges as part of ongoing monitoring in order to continuously improve services and systems.

Develop community partnerships and linkages with local school districts, community and state agencies to support an integrated social service delivery system for children and families.

Act in a lead capacity to annually coordinate the completion of the Program Information Report for sites within the region; work with his/her counterpart, Content Area Coordinators and Specialists, and other CPLC and ECD Management staff to ensure full completion and timely submittal of Program Information Reports (PIR) to ECD Vice President.

Participate with center staff and content area coordinators and specialists in resource identification and support service needs assessments for the region.

Communicates with management teams to promote regular dialogue with families about child progress and program matters in ways that deepen trust and relationships with families.

Can assist with the provision of training on transitions for both staff and families.

Works with program management on development of school readiness goals.

Has knowledge of effective relationship-building practices, is knowledgeable about reflective supervision and how to support staffs relationships with families; coaches staff in reflective listening as well as verbal and nonverbal messaging in order to contribute to their professional identity. Is able to utilize active listening skills and demonstrates receptivity to feedback from staff.

Recognizes and builds on staff strengths and encourages staff to take responsibility for their own growth and demonstrates the ability to support and model ethical practice when interacting with staff and families.

Provides skillful, supportive supervision and is available to assist staff when they address concerns or situations outside of their current capability; can train and communicate with staff about keeping supportive and appropriate boundaries.

Respects and responds appropriately to the culture, language, values, and family structures of each family served in the community.

Demonstrates the ability to be objective, accessible, flexible, and to engender trust and engages in culturally responsive relationships with program staff. Helps staff gain knowledge about current research-based practices and integrate those practices into their work as appropriate.

Is able to provide individual and group opportunities for staff to engage in critical reflections on personal values, experiences, ethics, and biases when working within their role.

Attend training, Pre-Service, In-service, and conferences as appropriate to the position.

Demonstrate awareness and sensitivity to cultural issues, community practices of low income and at risk families, and dual language speakers.

Perform other duties as requested by immediate supervisor necessary to carry out the administrative/programmatic activities necessary to fulfill the goals and objectives of CPLC ECD.
