Definition
Under general supervision from the Right of Way (ROW) Manager, processes right-of-way documents related to road and utility easements, deed restrictions, service line agreements and private driveway agreements. Work in both office and field environments to verify land ownership and secure landowner signatures. This job class is treated as FLSA Non-Exempt and considered a DRIVING position.

Examples of Tasks
Tasks:
1. Right of Way Program Administration: Assists the ROW Manager, various Project Managers and Rights of Way Agents in the normal day-to-day requirements associated with the Rights-of-Way program.
2. Documentation Filing and Recordation: Assists with document filing, recording and monitoring of the Right-of-Way program.
3. Miscellaneous : Performs other job related duties that enhance and facilitate departmental operations.
Minimum Qualifications
Qualifications:
Education: Graduation from High School or a GED equivalent is required.
Experience: Three (3) years of full-time experience with land leasing, real estate regulation, title research, deed recording or closely related work in land development or real estate management required.
Equivalency: Any equivalent combination of experience and education that will allow the applicant to satisfactorily perform the duties of the job may be considered when filling the position.

1. Right of Way Program Administration: Assists the ROW Manager, various Project Managers and Rights of Way Agents in the normal day-to-day requirements associated with the Rights-of-Way program.
- Serves as the Right-of-Way coordinator for the Community. Prepares title searches and follows through on the processes related to the assigning of Rights-of-Way easements, deed restrictions, service line agreements and private driveways within the Salt River Pima-Maricopa Indian Community (SRPMIC).
- Verifies landownership and obtains landowner consent signatures necessary to secure easements, deed restrictions, service line agreements and private driveways.
- Processes requests for utility services related to telephone/data, natural gas and electric for the benefit of Community residents, tribal enterprises, tribal government, commercial development and others.
- Provides assistance and information to outside agencies and organizations as required. Authorizes and coordinates work with various utility providers, outside agencies and agencies as required.
- Prepares a variety of forms and correspondence and maintains right-of-way program files both electronically and with hard-copy.
- Confers with a variety of agency and organization representatives by phone, email and in-person regarding the Right-of-Way program.
- Assists Project Managers with public relation activities, presentations and public hearings related to the Right-of-Way program.
2. Documentation Filing and Recordation: Assists with document filing, recording and monitoring of the Right-of-Way program.
- Assists the Manager with program processes and ensuring the accurate filing of Rights-of-Way program documentation.
- Maintains program documentation from tribal, state and federal agencies as applicable.
- Assists the Manager with required filing and recording of Rights-of-Way projects, deed restrictions, service line agreements and private driveway agreements.
- Files and maintains accurate files and records associated with all Rights-of-Way projects.
- Prepares documents for easements and landowner consent then ensures documents are submitted to the appropriate departments or agencies in a timely manner to minimize delays in finalizing Rights-of-Way agreements, service line agreements, deed restrictions and private driveways.
- Reviews rights-of-way program documentation to ensure adherence to applicable tribal and BIA compliance requirements.
3. Miscellaneous : Performs other job related duties that enhance and facilitate departmental operations.
- Knowledge of the history, culture, laws, rules, customs and traditions of the Salt River Pima-Maricopa Indian Community.
- Knowledge of legal and departmental policies and practices involved in Rights-of-Way work.
- Knowledge of property values and methods of appraising property.
- Knowledge of practices regarding titles and deeds to property and Right-of-Way acquisitions and other data relevant to ownership and rights.
- Knowledge of applicable Right-of-Way laws, Community ordinances, rules, regulations, standards plus federal and state agencies relevant to land and real property management.
- Skill establishing and maintaining effective working relationships with representatives of utility companies, regulatory agencies and other private and public organizations as well as homeowners and landowners.
- Skill reading and interpreting Right-of-Way plans, maps, plats and land descriptions.
- Skill reading and interpreting land titles, deeds and lease agreements.
- Skill with mathematical computation and use of calculators.
- Skill with use of network computers for use in communication, geographical information and record keeping.
- Skill with project management.
- Ability to read and interpret Bureau of Indian Affairs (BIA) and/or SRPMIC land ownership records.
- Ability to analyze and review legal descriptions, Right-of-Way plans and easement documents.
- Ability to communicate effectively both verbally and in writing.
- Ability to use personal computer including MS Office and SharePoint software.
- Ability to negotiate and work effectively with Community Members, tribal officials, private firms and state or federal agencies.
- Ability to maintain records and various Rights-of-Way program reports.
- Ability to operate a SRPMIC vehicle as necessary to obtain landowner consents, transport Rights-of-Way program documents to various agencies and attend meetings.
- Ability to pass a background investigation necessary for access to landownership records and the Trust Asset and Accounting Management System (TAAMS).
Minimum Qualifications
Qualifications:
Education: Graduation from High School or a GED equivalent is required.
- For enrolled Community members without a GED, must obtain a GED. Requires participation in the HR GED Program and successful completion of the Arizona state certified exam in order to continue employment with SRPMIC.
Experience: Three (3) years of full-time experience with land leasing, real estate regulation, title research, deed recording or closely related work in land development or real estate management required.
- Current Trust Asset and Accounting Management System (TAAMS) experience and credentials are preferred.
- Experience with BIA land acquisition requirements and guidelines highly preferred.
- Membership in the International Right Association (IRWA) preferred.
- Current Notary Public experience and credentials preferred.
Equivalency: Any equivalent combination of experience and education that will allow the applicant to satisfactorily perform the duties of the job may be considered when filling the position.
Special Requirements
- May be required to work beyond normal work hours including nights, weekends and holidays.
- Must possess and maintain a valid Arizona Driver's License.
