Definition

Position Summary: Under general supervision of the Accounting Manager, assists in maintaining and improving the department budget, general ledger, accounts, grants and other finance-related processes. Records and analyzes a variety of accounting transactions to ensure they are performed in accordance with Generally Accepted Accounting Principles (GAAP) for governmental accounting that meet Salt River Pima Maricopa Indian Community's objectives of the River People Health Center. This Job Class is treated as FLSA Exempt.

Examples of Tasks

Tasks:
  • Leadership, Mentoring & Supervision : Assists with developing and enhancing the HHS Department's accounting, finance, grants and other finance-related processes; along with guiding the future development of the department's accounting program.
    • Serves as an upper-level HHS accounting lead contact for financial and technical resources.
    • Evaluates and improves the effectiveness of HHS accounting-related service delivery by utilizing industry benchmarks.
    • Assists in implementing best business practices for HHS accounting services. Assists in developing and implementing an accounting support services framework and system that is tailored to accommodate the department's needs.
    • Works with Accounting Manager and Controller to continuously improve accounting operational policies, practices, procedures and methodologies.
    • Assists and mentors accounting staff to attain the technical and customer service skills along with experience necessary to perform independently and attain further career progression goals.


  • HHS Accounting Program : Identifies and implements the HHS accounting program productivity and process improvements in accordance with GAAP.

    • Assists with the department's grants and contracts financials including budget preparation, adherence to monthly and annual budgets, and problem resolution.
    • Works independently to manage and analyze the collection, recording and allocation of costs and revenue; ensure accurate profit and loss calculations and budgets vs. actual costs.
    • Takes a proactive role in identifying accounting anomalies and works with the department's executive team to resolve budgeting challenges.
    • Ensures proper and timely recording of department financial transactions in accordance with GAAP, Governmental Accounting Standards Board (GASB) and SRPMIC policy.

    • Assists the HHS accounting team in the month-end close activities including required reviews and approvals.

    • Recommends and assists in implementing and enhancing policies and procedures for HHS grants and contracts practices to ensuring compliance with funding source requirements and other related regulations.
    • Provides guidance and training for HHS accounting systems, procedures and functions.
    • Assists in annual internal and external audits.
    • Assists with the Medicare Cost Reporting.
    • Analyzes P-card expenses and trends.

  • Reports, Reconciliations, General Ledger & Journal Entries : Prepares and reviews monthly account reconciliations utilizing the SRPMIC and department standard format and reports discrepancies.

    • Reviews and submits HHS accounting activities and transactions to the Finance Department, Grants & Contracts Division.
    • Prepares the budget authorization requests for all funding sources.
    • Researches and resolves questionable General Ledger entries by working with the Finance Department's General Ledger staff.
    • Reviews account reconciliations, performs variance analyses and resolves outstanding reconciliation items and reports anomalies to the Accounting Manager in a timely manner.
    • Provides supporting documentation to substantiate all accounting transactions and reports. Ensures requisite supporting and backup documentation is complete and straightforward.
    • Prepares management reports and submits to Accounting Manager and Controller for initial review.


  • Audits : Coordinates and prepares for department accounting interim and year-end audits.

    • Assists with internal auditors and funding source reviews and audits.
    • Prepares for internal and external audits performed throughout the year as well as year-end including assisting in monitoring and reviewing of grants, contracts, accounts and reporting of program expenditures.


  • Strategic Accounting & Operations : Researches and prepares technical accounting solutions for existing, new and complex accounting business issues.

    • Assists in facilitating and coordinating the department's accounting solutions including those of more difficult scope and complexity.
    • Works directly with the accountant staff and management to recommend system enhancements.
    • Reviews, develops and implements system and procedural financial control enhancements.
    • Consistently supports compliance with SRPMIC Policies and Procedures by maintaining the privacy and confidentiality of information, protecting the assets of the organization, acting with ethics and integrity, reporting noncompliance, and adhering to applicable federal, state, local and Tribal laws and regulations, accreditation and licensing requirements (if applicable).


  • Miscellaneous : Performs other job related duties as assigned by the Accounting Manager.


  • Knowledge, Skills, Abilities and Other Characteristics:
    • Knowledge of the culture, customs, traditions, history and government of the Salt River Pima- Maricopa Indian Community.
    • Knowledge of general accounting, auditing, and budgeting principles and practices.
    • Knowledge of generally accepted accounting practices for governments (GASB/Fund Accounting).
    • Knowledge of the financial reporting requirements of the State and Federal programs and other funding sources.
    • Knowledge of PeopleSoft software.

    • Skill with grants and contracts administration.
    • Skill establishing and maintaining effective working relationships with State and Federal Representatives, Regulatory Agencies, Tribal Officials, Community Members, SRPMIC department directors and co-workers and the public.
    • Skill reviewing and evaluating a variety of financial and budgetary records.
    • Skill understanding and applying complex rules, regulations, procedures and guidelines.
    • Skill preparing a variety of computerized financial and budgetary records and reports.
    • Skill with accounting and budgetary analysis.

    • Ability to communicate effectively both verbally and in writing and to develop and deliver effective presentations to a variety of stakeholders with varying accounting backgrounds.
    • Ability to prepare and maintain accurate and timely financial transaction records.
    • Ability to utilize the personal computer including MS Office. This includes, but is not limited to, the following:
    • MS Excel : Able to sort, sum, reference other worksheets or workbooks in a formula, format functions, create pivot tables and utilize the "lookup" function.
    • MS Word : Able to create memos and general documents, use tables and to use draw functions to create org charts and diagrams.
    • MS Outlook (or equivalent email/calendar software): P roficiency in the use of the email system, managing the calendar and scheduling meetings and appointments.
    • MS Access : Basic knowledge and use including creation and importing of tables, basic query writing and basic report creation.
    • Ability to operate a variety of standard office equipment including adding machine, calculator, photocopiers and FAX machines.
    • Ability to lift up to 45lbs (stored audit/research documents).

    Minimum Qualifications

    Qualifications:
    • Education & Experience: Bachelor's degree from an accredited college or university in Accounting, Finance or closely related field, AND
    • 5 years of demonstrated successful and progressive accounting experience required.
    • Government grant/fund accounting and administration experience required.
    • CPA and/or MBA preferred.
    • Working knowledge and experience with the PeopleSoft Finance Module including the General Ledger preferred.
    • The following are preferred
    • FQHC (Federally Qualified Health Center) experience
    • Healthcare administration experience
    • Advance Excel skills, including the ability to use spreadsheets efficiently & perform calculations using the macros function.
    • Equivalency: Any equivalent combination of experience and education that will allow the applicant to satisfactorily perform the duties of the job may be considered when filling the position.


    • Underfill Eligibility: An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill


    • Special Requirements: May be required to work beyond normal work hours including nights, weekends and holidays.
