Position Purpose:

This position is responsible for a variety of duties related to the provisioning, onboarding, and support of Health Choice enterprise managed care applications and solutions.

Responsibilities:

  • Design, develop, and deploy extensible and supportable software solutions that address the needs of Health Choice stakeholders, providers, members, and other trading partners, and are consistent with industry, State, Federal (Ex. CMS, HHS, SAMHSA, OIG, etc.) regulatory standards (HIPAA, CMS Interoperability and Patient Access, CURES Act, etc.)
  • Analyze the needs of internal and external Health Choice customers relating to the collection, maintenance, exchange, and delivery of managed care information solutions that support operational, Provider/Network (Credentialing, Contracts, PDM), Utilization, Clinical, Financial, Quality, Call Center, Membership (eligibility, demographic, etc.) and reimbursement services’ initiatives.
  • Utilize various ETL technologies (MS BizTalk, MS SSIS, EdiDev, etc.) that support the development and maintenance of ETL solutions, which exchange various data streams and constructs with external trading partners (Vendors, providers, and health care regulators, etc.) using a variety of proprietary and standardized interchange methodologies (sFTP, Compression, encryption) and formats (NCPDP, HL7, ANSI X.12 EDI 837i,p,d, 834, 835, 278, 270/271, 276/277, JSOM, XML, CSV/Pipe, Tab, etc.)
  • Define, diagram, and document Standard Operating Procedures, Business Requirements, Functional Design Specifications, ERDs, process/workflow models, Data Dictionaries, End-User Documentation, and Unit and Test plans/cases in/with Team Foundation Server (TFS) and Confluence (IS Knowledge Base)
  • Utilize MS Visual Studio and Team Foundation Server (TFS) in an agile and collaborative team oriented development environment (Scrum and Agile knowledge and experience desirable). Use TFS GIT or Native Source Control functionality to preserve all source code.
  • Utilize business intelligence technologies to develop, deliver and support enterprise dashboards, reports, automations solutions, and ad hoc extracts
  • Participate in business requirements meetings to gather and document business requirements. Help to define functional requirements needed for internally-developed solutions

Education / Experience / Other Requirements

Education:

  • Bachelor’s degree in a Computer Science related field preferred or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the position.

Years of Experience:

  • Experience working in a healthcare environment (Medicare or Medicaid) setting preferred including familiarity with managed health care systems, processes, procedures and data entities a plus (ex. Member Enrollments, COB, Eligibility and Demographics, Reimbursement Services, Pharmacy, Provider Network, Prior Authorizations, Finance, Quality, Clinical, Crisis, Medical Management/Utilization, etc.)
  • At least one (1) year experience developing in a SQL Server environment (2008 R2-2019 Enterprise & Standard) using advanced T-SQL technologies and skillsets (SSMS, T-SQL Stored Procedures, Functions, LINQ, Triggers, CTEs, Dynamic T-SQL, Tuning, Partition and Temporal tables, etc.)
  • At least one (1) year Experience building client and web based applications and interfaces using any of the following Microsoft development technologies: Visual Studio .NET/C# (2013-2019), ASP.NET (MVC 5/6 and/or Web Forms, C#/.NET Framework 4.6+/-, Entity Framework 4-6, Web API, Angular, AJAX, HTML 5/6, CSS3/LESS, JavaScript, JQuery 3, Bootstrap 4+/-, IIS 6+ administration, RESTfull Web Services, Telerek UI Controls to create integrated enterprise managed care applications and solutions
  • Experience supporting QNXT environments while working for other Health Plans or Cognizant/Trizetto a plus
  • Experience utilizing Symlplr/Vistar eVips Dynamic Import Utility (Credentialing, Contract Management, Provider Data Management) a plus

Specialized Knowledge:

  • Utilize various ETL technologies (MS BizTalk, MS SSIS, EdiDev, etc.) that support the development and maintenance of ETL solutions, which exchange various data streams and constructs with external trading partners (Vendors, providers, and health care regulators, etc.) using a variety of proprietary and standardized interchange methodologies (sFTP, Compression, encryption) and formats (NCPDP, HL7, ANSI X.12 EDI 837i,p,d, 834, 835, 278, 270/271, 276/277, JSOM, XML, CSV/Pipe, Tab, etc.)
  • Experience supporting Business Intelligence initiatives using Visual Studio IDE (BIDS/SSDT) environment - (SSRS, SSIS/DTS, SSAS, SSIS Catalog Administration, SSRS Administration, Microsoft BizTalk configurations, orchestrations, and packages a plus) Tableau, QLIK Sense, Power BI, Excel, etc. a plus
  • Familiar with SQL and database DB performance tuning techniques through the use of Indexes and other optimization methods
  • Experience with the following tools, technologies and environments: Powershell scripting, Atlassian Confluence, Redgate Toolbelt or Essentials, MS Visio, MS Project, MMIX, Attunity Replicate, Azure, AWS, IBM DB2/AS400 or Oracle Databases a plus
  • Experience supporting any of the following technologies: Cognizant QMU/CMU, Claim Test Pro, Encounter Data Management (EDM), Networx Pricer, Optum CES Claim Edits & Pricing, ClaimsXten™, ClaimCheck, Micro-Dyn, OnBase, Cotiviti's (Verscend) FWA and Claim Edits, QNXT and AutoQ customizations, 3M Pricer, Claims Workflow customizations a plus
  • Experience consuming and using third party web services including Google Analytics, Google Maps, etc. a plus

Skills & Abilities:

  • Ability to diagram, and document Standard Operating Procedures, Business Requirements, Functional Design Specifications, ERDs, process/workflow models, Data Dictionaries, End-User Documentation, and Unit and Test plans/cases in/with Team Foundation Server (TFS) and Confluence (IS Knowledge Base)
  • Experience configuring and administering job schedulers (CHRON, JAMS, Windows Scheduler, SQL Server Scheduler, etc.)
  • Experience with web site security (Microsoft Identity, SQL Injection, XSS, CSRF) a plus
  • Utilize MS Visual Studio and Team Foundation Server (TFS) in an agile and collaborative team-oriented development environment (Scrum and Agile knowledge and experience desirable). Use TFS GIT or Native Source Control functionality to preserve all source code.
  • Ability consuming and using third party web services including Google Analytics, Google Maps, etc. a plus
  • Ability to work independently and use communication/collaboration tools such as Zoom, Skype, or Microsoft Teams across a virtual team environment
  • Familiar with ITIL Service Delivery and Lean Six Sigma best practices
