Water Treatment / Wastewater II

SUMMARY

The Water Treatment /Wastewater II is a highly skilled leadership role responsible for managing, operating, and maintaining public water treatment, wastewater treatment, and solid waste collection facilities for both the Enterprises and Public Works Department. This position ensures strict compliance with environmental and safety regulations and maintains critical public utility infrastructure. The Water Treatment/ Wastewater II reports directly to the Public Works Director.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Helps to oversee the daily operation, maintenance, and compliance of water treatment, storage, and distribution systems, including specialized iron and manganese removal filtration systems.
• Manages wastewater treatment facilities, sewer collection networks, lift stations, and stabilization ponds to ensure efficient and compliant processing.
• Assigns tasks, schedules work, monitors operator daily routines, and provides continuous technical and safety training to department personnel.
• Coordinates and logs regular water/wastewater testing to ensure 100% compliance with Environmental Protection Agency (EPA) and tribal standards; maintains flawless record-keeping for monthly water samples and emergency logs.
• Directs the safe operation, inspection, and maintenance of the department’s heavy motorized equipment (e.g., water trucks, dump trucks, backhoes) and electrical control systems.
• Enforces all safety protocols and workplace guidelines to safeguard the physical health of staff and the general community.
• Manages material inventories, drafts technical reports, submits supply requests to the Director, and assists with operational planning.
• Remains available for on-call rotation, weekends, holidays, and emergency responses as required.
• Performs other duties as assigned.

KNOWLEDGE, SKILL AND ABILITIES

• Deep understanding of water/wastewater treatment components, chemical application, infrastructure installation (mains, valves), and electronic/electrical instrumentation controls.
• Proven ability to supervise a diverse team, delegate tasks, resolve operational issues, and evaluate performance.
• Strong verbal and written communication skills for report writing, regulatory reporting, and cross-departmental coordination.
• Hands-on skill in troubleshooting mechanical, hydraulic, and electrical failures common in public works infrastructure.

QUALIFICATIONS

• Must have a minimum Grade II water treatment certification from Arizona Department of Environmental Quality (ADEQ) or the Inter-Tribal Council of Arizona (ITCA).
• Must have a minimum Grade I wastewater collection certification from the Arizona Department of Environmental Quality (ADEQ) or the Inter-Tribal Council of Arizona (ITCA).
• Must have a minimum Grade I in water distribution Arizona Department of Environmental Quality (ADEQ) or the Inter-Tribal Council of Arizona (ITCA).
• Valid Arizona Driver’s License with a clean driving record.
• Must be at least 21 years of age and successfully pass a DPS/FBI fingerprint background check.
• Must be in good physical health and capable of performing manual labor and equipment operations in demanding environments.
• Pre-employment testing may be required.

EDUCATION AND/OR EXPERIENCE

• Associate's degree in a related field or trade school, professional or technical certification, specialized training.
• Minimum of 3 years of specialized work experience in water/wastewater utilities, including a proven track record of supervisory or general management experience.

WORK ENVIRONMENT

• Regular exposure to outside weather conditions, including extreme heat.
• Frequent exposure to moving mechanical parts, toxic or caustic chemicals, and occasional exposure to high places, fumes, airborne particles, and risk of electric shock.
• The noise level in the work environment is typically moderate but can fluctuate during active field operations.
